Hmmm... It may be good in multiples, and does interact nicely with Goblin Warchief & Gempalm Incinerator, but is it good enough to warrant a maindeck inclusion? I think it does, mainly based on the synergy with Bidding.
This card was already a nice addition to Goblin decks, though mostly the Mono-Red builds, since Dralnu's Crusade was played heavily in black splashes.
Now I think even the R/b builds will play this card over Crusade.

That's fifteen goblins with a cmc of 3, but vial likes that kind of sweet spot, so it's most likely a side bonus to the deck. the other thing to remember is how much more resistant to burn your king makes your little fellas.
I don't think that it's a 4 of card. I think that maxing out at 2 is just fine. It's still Matronable. However, if you have black in your deck, you could always consider running Dralnu's Crusade instead
As Aggro Zombies said, this card is in some ways weaker because it doesn't protect from dual plague (which a lot of decks have little problem finding). I'd run two, because although they are excellent they aren't good attackers and the three-slot is a bit full. Two means they can boost each other an be a little better vs plague.
I'd think at least three, possibly four. mainly because the card now benefits/uses all of the goblin decks snergies and abilities while still giving a p/t bonus. Two of them does protect against double plague, but one no longer does. Its like WW's crusade, except its tutorable, and can attack, and gets haste and reduced cost from warchief, and can be sacrificed to prospector or siege gang commander. I'd see it as a four of if for no other reason than that it acts as warchief 5-8. With multiple kings and pithing needle, goblins now overcomes every single hoser that could be directed against it. cop: red, sphere of law, reverence, and engineered plague. While overcrowding at the three spot is a concern, and the cards obviously not going to be great in the mirror too often, this seems like a real winner of a change on a lot of levels.

The difference between Diabolic Tutoring for Plagues and Matroning for Goblin Kings is that Matron hits on turn three (or sooner depending on build) and either Matron or King will likely be paid for by Aether Vial, making them hit that much sooner. Matron and King also have their costs reduced by Goblin Warchief. So the gobin player can get their first King out on turn 3-4 with tutoring, whereas with the Tutor/Plague you won't be seeing the Engineered Plague until turn five at the earliest.
This means that you're either dead or under significant pressure from the goblin player by that point, and plague is no longer likely to be enough to save you.
The two cards that kill goblins are Deed and Plague. IMO Wrath is way too slow. Deed is now stopped via Needle. I think even Plague (now with King) is too slow. I think Rock will have to some where else to get an answer for Gobbos..
That's right folks...look at the creature type.
I will actually now be main boarding this in my goblin deck, as it adds defense to the plauge and powers up all your other tribal effects.

He works as warchief 5-8, except with a p/t and evasion bonus, instead of redcmc and haste. I think a gobbo bidding deck now would look like:
