I know it's awkward, but plenty Burn variations already splash Green for Tarmogoyf and/or Ancient Grudge anyway.
It shuts off Kor Firewalker and Burrenton Forge-Tender, which otherwise rip you apart. Seems like something worth note, due to the Zoo/WW matchups shifting as of late.
yeah but Hail Storm is not gonna stop Forgetender. I rarely see people attack with it. I mean if they do, it can help, but ya know. Plus, in MRB, a Forgetender just has to eat a burn spell, and he's gone, but Kor Firewalker is a @$#*% to deal with.
hailstorm is also far more situational than any of those, and anyone who's wisened up will not attack with their forge-tender or firewalker, leaving you with a mostly useless card that's costing GG.

What tricks, aside from Hail Storm, would a rg burn deck be playing to kill attacking creatures specifically? None.
I'd attack with those guys all day long to end the game if I wasn't scared of some huge crack back that my two dude can't deal with.

so then it will be good once, and after that, it will be a dead card, as nobody would ever swing with either once they've seen one go off and you have double G on the field.
It's only really going to work once because it's so unexpected. you can argue "Well, if they're not attacking, then it's doing its job" but with a firewalker or forge-tender, that hailstorm could have been something that actively kills them, instead of retroactively (as noted above with ghostfire and friends). and while they're subpar, they work all the time as opposed to only when your opponent doesn't realize he's going to get hit with a hailstorm. not to mention that all of those may be subpar, but they're much easier to get than double green and actually do something to help your gameplan (whereas hail storm will never burn like EQ or flamebreak)
I would only play hailstorm in a mono green control style deck since there you don't really have better options. admittedly, at that point, someone won't be happy if you get it off, but we don't have moment's peace anymore, so you'd have to do something.

Pyrite Spellbomb is the only option there even close to playable, with Everlasting Torment falling off considerably as the format continues to evolve.
Ahwell... I guess it would be a better fit near the mid-rangey lists with Grove.
