I think they rushed his development because they want to get Korra to the point to where Anng was at the end of the original series power level and start looking at what a "fully actualized avatar can do." Zuko was supposed so swap sides earlier in the series, which adds to why they had little adventures with everyone. So for Mako developing the actual romance to the next level, and having her refine her powers and enter the spirit world will probably be next. The only unresolved storyline that was major was the faceless spirit.
I think the major Mako and his brother storyline is going to be why they were orphans and their past affiliations or at least their parents who now seem dead or why they are dead.
Overall I think in Book II Water, we'll see the water bending sister more than likely in that one. And I do hope that Iroh II has a continuing role.

I hope they do a good job with character growth as Korra is basically a fully realized avatar she doesn't have much growth left compared to Aang in ATLA.
Anng had a lot more development and a direct path, but wasn't fully "realized." If you consider the scenes where they show him as an adult as well as Tenzin's fighting style you see a more actualized Avatar. Anng didn't have several abilities such as lightning or metal bending, either.
This show seems to be more about exploring the special bending and upper scale abilities of the avatar than dealing with the baser abilities that Anng was learning just how to do things. Anng used the avatar state, but was also a spirit master where as Korra is far more physical and has great mastery over 3 elements and can fight outside of her native element; fire. Anng had a harder time with the physical components of bending especially with fire and the power ups were clearly defined as gaining access to new elements.
Also Korra isn't "fully realized" and if you remember with Roku that during his main story telling phase that it took him "many years to become fully actualized' even after the scene where he had mastered the different elements he appeared probably late 20's to mid 30's and began training at 16. Korra, while younger and had 3 elements mastered, lacks Roku and Anng's spiritual ability and only began for the first time to use the avatar state. Anng had used the avatar state several times before fighting Ozai.
Korra has:
Aang's spiritbending
3 elements mastered
Katara's healing ability
So that still leaves mastering more higher level airbending that not only Tenzin has shown and not young Anng. Using her avatar state to do "big things." More importantly using all the elements in rapid fire succession together to fight a particular enemy without the avatar state, closer to what adult Aang did.
There's a lot of subfields for bending they can create, and no avatar has yet to metal bend, either. It seems that Korra is meant to gain the abilities of each of the old Team Avatar and then combine them to a new level.

With Aang, we saw alot of finesse with his air bending, but not much with his other styles. We barely see any finesse at all with korra, outside of tricky fighting, but what we do see is water based. Her air bubble that she snuck her and mako in with and her "lady of the lake" typhoon thing were both waterbending.
What high level air techniques are there really? We've seen a couple of things that is of a higher level than "punch with air"

Tenzin slowfalling (really just punching the ground, but w/e)
Tenzin keeping the air clean
Did someone ever make a tornado? I don't really remember.
and I kind of wish there were more air benders, because I'd love to see the air version of blood bending, breath bending, or "those guys who choke you with their minds"
What I think would be interesting with Korra would be Avatar only techniques that only work when you have both styles of bending.
