What are personal recommendations and testimonials?
I've watched Blackadder, Mr. Bean (IMO, it's so bad it's good; the physical comedy is solid), Mitchell and Webb things, Dr. Who, The Office, Secret Diary of a Call Girl, Father Ted, ...
I can't recommend Fawlty Towers enough. The IT Crowd has proven to be excellent as well. This probably goes without saying but Monty Python's Flying Circus and A Bit of Fry and Laurie are amazing sketch comedies. I love myself some British comedy so I'll be checking back on this for sure.
And, while I acknowledge that it is rubbish television, I have a guilty pleasure for Ramsey's Kitchen Nightmares.
Are you talking about the British originals or the US version? In original Ramsey was actually much nicer and the people he was helping were usually much more reasonable. In the US version they seem to only have restaurant owners and managers who are combative jerks. in the British version it was mostly people who were well meaning but a bit out of their depth and needed Ramsey to show them a new direction.
As far as other good British shows I recommend New Tricks, Misfits, Primeval and Sherlock. Strike Back was a decent action show but after the first series it was canceled and a new series made in the US by Cinemax of all people.
Firstly, im appalled no-one has mentioned Black Adder or Torch Wood yet. Black Adder is far and away my favorite British comedy, very very funny. And torch wood is pretty damn good as well, semi shocked the op naming Dr who left it off. Far as other shows: Vicar Of Dibley, Keeping Up Appearances (not for everyone but pretty good), My Hero (good until season 5), and Are You Being Served, all deserve a mention.

Currently watching Skins right now, the first two seasons of which are fantastic. Never expected this show to be as good as it was. It was intelligent and witty and funny and well-directed.
Right now I'm on the third season, which sadly isn't any of these. The show makes the mistake of introducing a bunch of new characters instead of following the one returning main character from the first two seasons, who was the only reason to continue watching. Hope she manages to carry this show, because the whole season feels like an empty attempt to cash in on the already existing success without anything that made the show brilliant.
This one isn't really transcendent as it's recent and rather minor, but for some reason I love The Increasingly Poor Decisions of Todd Margaret. Must be the infallible pairing of David Cross and Will Arnet in a British setting and allowed to curse the way they should... I fully recommend it! British humor of American worldwide perception at its finest.
I suggest At Last the 1948 Show by John Cleese, Graham Chapman, Tim Brooke-Taylor and Marty Feldman. It's old (45 years old?) and could be hard to find, but there are some really great comedy there. You might be able to find a few of the sketches on YouTube.

I'm shocked that you failed to spot my mention of Blackadder, that you called me out on it, and that you also misspelt it. ... eh, we're human.
Also, it's not shocking that I left out Torchwood. I think it's rubbish. In British English, we have a word for it; its spelling similar to the American but with an additional "E". (Maybe it's not that bad but it isn't a classic like Dr. Who and, because of its association with it, in my mind, it has a bad rap, will never do, and is rubbish.)

Little Britain is very crass and vulgar and/but some acknowledge or tout it as being comic gold. Maybe I'm hoity-toity or somethin' but I think it's boorish as well as boring.

There's a lot of stuff that's good but some of it is unwatchable. I mean, (the yet-to-be-mentioned) EastEnders, for example, is good but it's too long for me to start.

The Fast Show (Was a huge hit while I lived in the UK, have to admit I never saw much in it though)
IT Crowd (One of the best IMO, some fantastic comedy)
Black Books (CLASSIC stuff, from the makers of IT Crowd)
Whites (Comedy about a chef, pretty descent)
Green Wing (hospitol comedy funnier than Scrubs, and has a TON of familiar faces)
Look Around You (mock science show)
Smack The Pony (sketch comedy)
Brass Eye (tv news mockumentary)
Big Train (sketch comedy show where some familiar faces got their start)
I know they played it one point on Adult Swim, but if you haven't caught it, The Mighty Boosh is great. Its odd but some episodes just have me nonstop laughing.

I'll have to second The IT Crowd. One of my friends discovered it on Netflix and we absolutely love it.
