UR Control died from the meta for a while before returning due largely to Peregrine Drake being added at common in Eternal Masters. Here is a sample decklist.
This isn't really going to be a primer, so if you play this deck and want to write one, go ahead. Put it in Developing and I'll promote it when it's finished.
I read what you guys were saying in the cruise thread and just realized this deck makes up 6% of the cashing decks in the last 3 months and generally pushes 9% of the current by-monthly meta. So here's a sample decklist and a place to discuss it.
Out of the blackness and stench of the engulfing swamp emerged a shimmering figure. Only the splattered armor and ichor-stained sword hinted at the unfathomable evil the knight had just laid waste.
I doubt you'd need to double up on creature counter spells, so having Essence Scatter should be sufficient. I've seen Into the Roil get played a couple times, but I haven't been impressed with it. I feel like the 4 mana cost is too much for the type of deck that it's in. In Mono U it's a fine card, imo.
But otherwise, I really like the direction this deck is taking. The card advantage is unreal and it's extremely powerful against the right kinds of decks.
you also want to bring in pyroblast. Make sure you stay alive early. You usualy have a better late game so protect your removal spells and make sure you don't die before cruise/mulldrifter time
dunno if people play that but magma spray out of the board is good against monoU. They will probably bring in stormbound geist against you (i know i do anyway)
edit: also don't face me twice in the same tournament, just a pro tip
If you deny any traction to the monoblue delver deck, it becomes much harder for it to win. Most of its cards are terrible if it doesn't have a clock, so early removal is very good. Avoid getting ninja of the deep hours. That means bolting random 1/1 fliers and making sure you bolt them when you can make sure it resolves. That's usually easier during your main phase or you opponent's upkeep.
But their also the inherent problem of every two color deck in pauper. The mono blue player is basically always "on the play" in those matchups because of etb tapped lands.

I have been playing the deck for a short time and I actually came to this thread specifically to see what everyone was going to try in place of Cruise. It is pretty tough to replace period as we have seen in the other constructed formats where it is now banned. Finding a suitable replacement that also has the restriction of being at common is even tougher.

I know Gitaxian Probe only draws 1 card but why not use that as the replacement for Treasure Cruise? The information you gain about your opponent's hand is awesome because it lets you know when/if you can tap out. Also, it makes keeping 1 land hands much less punishing because you can keep your hand fully early in the game instead of dumping it and completely refilling.

Yeah, I've already grabbed 4 of them, but I don't know what to cut.
Maybe 2 Wingcrafter and 2 Sanguinary Mage?
They are the less important than Delver, Spellfist which is evasive and Fiend which could win on its own.
I've seen a lot of people rocking a U/R Counter-Burn deck using Delver and this. It don't know an exact deck list but I've seen something like:
I'm not sure of the exact numbers or what lands they were running or anything like that. It seems pretty strong and pretty fair honestly. I almost wonder if it would be worth running 4x Prophetic Prism, 4x Ichor Wellspring, 4x Kuldotha Rebirth, 4x Galvanic Blast, 4x Dream Stalker, 4x Mulldrifter. Ya know, take a page out of Kuldotha Jeskai. There were plenty of times where I ended a game playing that deck by simply burning my opponent out by lobbing a crap ton of burn spells at their face. While we don't have as many good ways of replaying those card draw spells, our pay off is just as good but with a better early game.
Of course putting in Seagate Oracle, Ponder, and Deprive over all those other pieces may just be better but then you don't have enough artifacts to play Galvanic Blast and need to find something else to put in that slot. Honestly, probably just more card draw would go there. So something more like:
