I am looking into attending Arctangent music festival in London but all the plane tickets I can find are over $1000 per person. Is this just the going rate for international travel? I did not expect it to be that much.

Yes, that's pretty standard. You might be able to find cheaper flights from Newark, but Reagan/Dulles/BWI are all going to cost around $1,000. My wife and my Honeymoon Tickets were $1,006, actually. It's a 8ish hour flight from DC.
The actual airfare is only ever like, $3-400, but the problem is there are a lot of fees tacked on for international travel.
Unfortunately it is pretty expensive to go across either ocean from here. My wife and I decided to put off a trip to Europe for a few years while we save up a bit to avoid well over $2000 in travel expenses of up front debt.

I will always firmly stand by the belief that Magic is a game first and a collectable second.
It's an ultra-low cost airline so you basically pay for the seat and everything else is extra, but their service is still great. I highly recommend them if you want to save $$$ and head to Europe. In the DC area, they fly out of BWI (I live in NoVA and usually take Amtrak directly to the airport from Union Station).
I looked up the festival you mentioned and in August, here's their schedule. Like most airlines, it does get more expensive the closer you are to the date:
