Okay, so I was trying to see what would happen if I created a character and boosted him to level twenty, see if I came across any kinks that I could learn from. I came across this one. The answer was unclear to me when searching through the 3.0 v. of the Player's Handbook. So I decided to ask you guys.
According to the V.3 rules...
Say I have a Level 20 Fighter. Base Attack Bonus 20/15/10/5.
At best, I know the penalty for two weapon fighting is -2 on both sides.
So If I was wielding two weapons, what would the total number of attacks I made be, and what would the bonuses be (forgetting strength modifiers and such)?
Because I wasn't sure if it would take away from your second attack bonus if you made a second attack with your off-hand weapon. Then after I realized I didn't know this answer, I didn't know if that meant that you could not attack with two weapons until you have two base attack bonuses.
Any help would be appreciated. Thank you!

All right, you are correct that if you use the optimal combination of two weapons (one-handed in main hand, light in off hand) your penalties will only be -2/-2. Now, you say you are thinking of 20th level. A 20th level fighter, of course, has a BAB of +20. With only the Two-Weapon Fighting feat, he recieves only one offhand attack, using the same bonus as the first attack with his main hand. In this case, that's +18. His iterative attacks would be +18/13/8/3 and +18.
Now, TWF is a chain of feats. You can get Improved and Greater versions, with each giving you another off-hand attack. (YOu can't get Perfect until your 21+; it's an epic feat.)
Even if you're level 1, you can use TWF and get two attacks. You just take the standard penalty.
Note that in the 3.5 revision they got rid of Ambidexterity; that's a class feature of the Tempest now.
And yes, no incantatrix for you. Or anyone. That class makes puppies cry. Mostly because they are the former Big Bads who have been Baleful Polymorphed into said puppies. By you. Because you're an incantatrix.

EDIT: One more question. With Improved TWF, do you apply the second base attack bonus (and -5 penalty) to your second off-hand attack? (example: 18/13/8/3 and 18/8)
With Improved TWF, your second attack follows the same progression as your normal ones- in this instance, 18/13/8/3 and 18/13. If you have Greater, your third attack with your off hand will be taken at a +8 bonus, just as your third main hand attack is.
