Similar to how a card bounces or gets put on top of a library.

And he'll also need to rule about tracking the cards, if any of them has a known identity.
Dice rolling works great if we want to decide randomly, but it runs into problems quickly. Lets say Reyemile taps/enchants/etc one of his manifested cards, and he has that tracked as his Infiltrator. If I shock an untapped one, I can't hit infiltrator, but I don't know that. Likewise, if I shock the one that's tapped, how do we know if it is or isn't Infiltrator based on what Reyemile is planning to do. Randomly chosen via dice rolls only works if all the face down cards are exactly the same in their state.
The only way that doesn't cause issues, is to let the card owners decide which face down card is which when something happens, just the same as we do when there isn't any known card to track. I mean, if I can decide on the fly that that facedown card I blocked with was a Hornet's Nest (yeah, sure.. I had that planned the whole time..), it's not any more real power to leave all tracking to the card owner's whim.
I think the gentlemanly thing to do would be to just post spoiler tags assigning each manifest a single identity and then ask the players not to look until it gets flipped up. That's basically how paper Magic handles it.
On review of the rules, Infiltrator keeps its identity; being "shuffled into the library" is the only way a card can become available for play.
If Infiltrator keeps its identity, I think the way I would handle it would be (Infiltrator Manifest 1, 2) + Manifest 3, 4, 5, where Infiltrator must be one of those two manifests, but I can choose which one at any point--no need to track it in advance.
But I'm more interested in keeping the game moving than haggling over rules minutiae, so I'll do it however Tom rules.
Edit: regardless, I will put a Manifest into play end-of-turn, flip Ephara, God of the Polis (with the Whisperwood manifest if it's relevant)
7. Random Effects
Random effects do not work. If the word "random" (including coin flips etc.) appears anywhere on a card, all abilities it has are ignored.
i think exiling it and an unknown card from the library and shuffling them is clearly a random effect, aka part of the "etc".
it strikes me that maybe it shouldnt be illegal, but it currently is. so jeskai infiltraitor's ability is ignored.
i would say go back and flip something else if you would like.

Started with Aven/Maniph. Cast Impersonor->Elemental.
Swing. Flip unknown maniphest as Emissary.
Draw & Drop Land.
Maniphest from Impersonator -> flip Ephara.
