I like this. What would each creature's planeswalker type be? We could say that each creature's planeswalker type is its name. Alternately, they could not have planeswalker types.
Don't see the need to add a planeswalker subtype to the creature. With a lack of one, that should mean multiple of the same creature can stay on the battlefield, right?
Would it add any value to also make creature's activated abilities work somewhat like planeswalker abilities? For example, each creature can only activate abilities at sorcery speed. Each creature can either attack or activate one activated ability per turn. Activated abilities that don't tap give +1 loyalty and activated abilities that do tap give -1 loyalty. Attacking is neutral loyalty.
Might be too difficult to calculate rounds if you take into account fluctuating loyalty with activated abilities. At the most, probably make all activated abilities do negative loyalty.
Also, am I correct in assuming that the ban on "exile" and "destroy" extends to words that contain those words. For example, Darksteel Relic couldn't be submitted because indestructible says (from memory, so the wording isn't exact) "can't be destroyed".
Going to change things around to allow destroy, but not exile. (By giving the creatures indestructible.)
I like the creatures being attacked directly a lot.
I don't like the bolded bit. If you go through the hoops of proliferating or doubling or moving a 3rd loyalty counter onto a 2/2, it shouldn't still die to Shock.
Going to address that by just giving them indestructible. Any damage will still remove loyalty.

Creatures have a starting loyalty equal to their toughness.
Creatures gain indestructible and can't block.
A creature's activated abilities costs -1 loyalty instead of its normal cost.
Activated abilities of creatures can only be activated as a sorcery and you're limited to one ability from each of your creatures during your turn.
Additional Notes
Creature 'walkers can be attacked directly. When attacked directly, the defending planeswalker doesn't deal its power back to the attacking planeswalker.
Creature 'walkers don't gain any planeswalker subtypes. For the most part, the planeswalker uniqueness rule doesn't apply.
Creature 'walkers that are dealt damage by wither/infect sources will get -1/-1 counters AND reduced loyalty.
If a noncreature permanent without any loyalty counters on it becomes a creature, it gains loyalty counters equal to its toughness.
If a noncreature permanent with loyalty counters on it becomes a creature, it doesn't gain any loyalty counters.
Additional Ban List
Cards with 'exile' in their card text or reminder text are banned.
Instant, sorcery, and nonbasic land cards are banned.
