As the title suggests, I'm considering getting back into the Yugioh TCG.
Some questions that I hope can be answered:
1. Is there anything such as FNM for Yugioh?
2. Is there a website I can use to help search for cards based on their effects (like Gatherer for Magic)
3. Is there just one format?
4. How diverse is the current metagame?
5. Is it possible to play online for free (like Cockatrice for Magic)?
1. According to my knowledge there isn't.
2. The Yu-Gi-Oh! Wikia is probably your best bet.
3. There's Advanced Format with the Forbidden/Limited List and then there's Traditional Format where the Forbidden/Limited List
doesn't apply although most Yu-Gi-Oh! players go by Advanced Format.
4. If you ask me, Yu-Gi-Oh! hasn't been diverse since the days of Legend of Blue-Eyes White Dragon up until Invasion of Chaos
in the early to mid 2000's. It's one of the biggest reasons why you see a lot of Yu-Gi-Oh! players nowadays switching to
Cardfight!! Vanguard cause in Yu-Gi-Oh! If you play competitively it's meta or bust but in Vanguard it's not.
5. duelingnetwork.com is the place to go for that.

YGoPRO and Devpro are free to download programs that I HIGHLY recommend getting. DO NOT USE DUELING NETWORK! The interface is horrible, and everything is manual.
Card databases are a lot harder to find and make use of for yugioh then for magic, but currently I think the best one is this link. http://www.db.yugioh-card.com/yugiohdb/
In addition to their being a banned and restricted list, their is both OCG (Online) and TCG (Paper). Both formats have different Banned and Restricted lists, and certain cards are released for OCG before TCG has access. I personally like OCG more then TCG, but both are pretty fun.
OCG is diverse with one dominant deck. Shaddolls are very powerful. TCG is still very much up in the air, though soul charge is kind of OP, their isn't really a dominant deck.
Local card shops can hold yugioh tournaments if their is a crowd for it. It's usually scheduled weekly, so you'd have to ask your local card shop if they hold tournaments.
The format as it stands in oddly diverse since Dragon Rulers finally got banned hard enough.
Although the format mostly revovles around one card atm, some stupid thing that pulls out any number of monsters for 1000 LP each.
EDIT: It's called Soul Charge.
I can't help but wonder If Konami printed Soul Charge in Yu-Gi-Oh! to poke fun at Cardfight!! Vanguard's Soul Charge mechanic. I haven't really paid much attention to what went on with Yu-Gi-Oh! since 2004, although I miss the old days when the TCG wasn't as complicated as it is now with thousands of ruling constraints and erratas. I always have been tempted to run an old school Spellcaster deck with Dark Magician and Dark Magician Girl though, I tried building Dragons with Blue-Eyes White Dragon and Warriors but they were terrible back in the day.
