So after searching the forum endlessly for about a week now I finally settled on a vintage deck to build and it actually came quite quickly after I stopped trying so hard. I already have a Legacy Fish deck that I recently modded:

So yeah I'm pretty excited to finally have everything settled. Plus I just found out yesterday that the local shop by my house, Pastimes, is going to start running Vintage twice a month on Thursdays and Legacy on the opposite two weeks that Vintage doesn't run.

Also, why no hurkyl's recall or rebuild? It seems like there are not going to be many nonartifacts that you want to bounce with echoing truth-- or maybe that is just me.

Why couldn't I bounce artifacts with Echoing Truth? It bounces a nonland permanent.
Though I can see the benefit of bouncing all of my opponents artifacts with Hurkyl's Recall
Edit: Would it be so bad to just add in the tutor and be at 61 cards?
8/26 EDIT: I'm having trouble figuring out what to take out of the deck to fit in the Mystical Tutor; it makes the deck 61 cards. I'm also wondering if putting the Lotus Petal in is worth it, and if so I would need to take another card out and I'm not sure what yet. I only have 18 lands in so I'm not sure if I can afford to take land out, but I haven't tested the deck yet, so its hard for me to say.
Your deck is a fine deck, but I am going to point out what I see as the flaw in this deck style.
Vintage is often thought of as the "unfair" format, where people do broken things on turn 1. Your deck is designed to stop unfair things, but it has no way to do those broken/unfair things itself. Nothing wrong with this but Blue Control decks often have as many control elements as you do but include an "unfair" method of winning such as Vault/Key or Tinker/Blightsteel.
Much depends on how big your tourney/meta is, if it's smaller you can avoid the occasional game where it all just comes down to the die roll. But in larger environs, sometimes you both have counterspells/disruption/protection and it becomes a race - those are the matches where I don't think you are favored.

Finally my vote for trimming a card is to cut one of the Echoing Truth for the Mystical.
I was thinking about adding a tinker+bot in the deck but again not sure what to cut. Maybe the other Echoing Truth and something else? Also, do you think I need to add a Lotus Petal or would it be unneeded?

It's worth pointing out that even if they play just one spell they have to pay two. They'll pay one for the spell, and one for the copy that occurs from their spell being cast.

I think I came 3rd or 4th in the end, beating a number of real decks. The best card for me was hilariously Cursecatcher. People don't expect it. I had a guy go T1 Land, T2 Land, Mox, Tinker. To which I sacrificed my Cursecatcher and he had no answer.

I think I get what you mean. So basically they would end up having to pay at least two anyway? One for me casting Flusterstorm and another for them playing their spell before I countered it? And of course if they played anything before the spell I countered that would just add to the amount they would have to pay to overcome the counter right?

It also addresses the problem that I mentioned above, the prevailing thought process of having an "oops I win combo/situation" in your deck. Maybe I am wrong in this respect, but the decks listed are all about Control/Control/Control and beating down with a Land Bear.
Certainly your deck is powerful enough to win, but maybe you need to devote even more of it to Control and reduce some of your beaters.

Oh that's a cool deck you linked Beralt. Maybe down the line I'll modify it to that; there is a lot of expensive stuff I'd have to purchase first before I can get there.

Then cut the other one for something else. Probably Hurkyl's Recall for the ability to bounce Inkwell Leviathan or Blightsteel Colossus or just a board of artifacts.
