How is this not a legendary creature? Does Avabruck have more than 1 mayor? I don't understand. I like magic alot and for the most part R&D impresses me, but come on...I mean it doesn't make sense either way...The alpha would definitely be a one of a kind as well. Lazy R&D does not a good werewolf lord make. Am I the only one that feels this way?

Well the consensus is clearly wrong because the card says "Mayor OF AVABRUCK" Unless of course there is more than 1 avabruck...I just don't get why they couldn't have made a lord that makes sense. Hell, they even bothered to do it for the myr. Sad day.
Part of it is a limitation on card naming. They couldn't just make four different cards saying "Mayor of Here/There/Hither/Thither" due to deck construction rules, of course (four copies of each?! okay!!). Plus, what would you have called a human lord that wasn't an influential or authoritative person in society? The only generic term that comes to mind would be "Town Mayor" or "Village Leader", which sounds kind of blase to me. Besides, calling him the mayor of Avabruck implies they have a werewolf problem, where using a non-specific location would mean "geez, is EVERYONE a werewolf that's in charge?" to me.
It's similar to the problem of "same person, different legendary name" (Crovax, anyone? He's got three different cards about him, all legendary, remember. See below). Technically, it's paradoxical to have more than one out on the field, but again, there are limits to what R&D and Creative can do to simultaneously convey both flavor - a human lord should be someone in the upper societal echelons, don't you think? - and, where applicable, the person.
Seems like people die a lot on Innistrad. Their possibly could be like four mayors in one year.

Mechanically, I do prefer that this card is non-ledgendary, otherwise I don't think he would be all that useable in a deck.
