One of my other friends wanted to get some feedback for his Tishana, Voice of Thunder deck so he could better improve on it so I went ahead and wrote out the deck list and decided to post it here in the hopes that there might be some improvements made toward it. This deck mainly focuses around hand size shenanigans while it also has the option to go Voltron with the Commander herself. Having borrowed and played against it, I can say that it's one of the most consistent EDH/Commander decks I've actually come across.
Any other help, advice, and suggestions are greatly appreciated.

The main problem my friend currently has with this deck is the CMC for the cards you mentioned, specifically Jin-Gitaxias, Core Augur, Consecrated Sphinx, and Praetor's Counsel since he's trying to keep the mana curve for this deck to be as consistent as possible without going overboard. I understand where he's coming from since a lot of Commander players take mana curve for granted unless they're running Jodah, Archmage Eternal where he doesn't care about CMC at all. Regardless I still think it's important to run low CMC cards for him.
I know it's strange when you consider that Green is one of the few colors in the format that doesn't care about mana curve as much as other colors due to having the most access to ramp without having to rely heavily on artifacts like in most Red decks. Whenever I'm building a Commander deck, I normally try to even out the number of occurrences per card type so that it would help increase the decks' consistency by running play sets of cards with similar or nearly identical abilities restricted toward my Commander's color identity.
So don't try to take this the wrong way I appreciate your help, I'm just not sure If that's what my friend was expecting.
