So I have this idea to make a deck for my friend for his birthday. He usually used my thrax deck but I don't think it's chaotic enough for him. So I was trying to find a more chaotic commander, and the most Chaotic commander I found was Ruhan of the Fomori. I mean he already literally rolls before he attacks so why not!
Now I'm having trouble thinking of a way to make it super chaotic and still keep it within a reasonable budget. What kind of cards would you recommend to add as much chaos to this deck as possible?
Are you sure Zedruu the Greathearted wouldn't be a better fit? In my experience she is much more zany and chaos-oriented than Ruhan.

Make sure you play chaotic cards that players have fun with, not the kind that prevent others from playing the game. In my experience, Teferi's Puzzle Box and Wild Evocation are more fun than Possibility Storm since the former still allows players to make choices.
Also, many players hate when their cards get scattered all over the table because they're playing very valuable decks and may just concede the game if you cast Scrambleverse instead of letting the chaos play out.
Cards that make attacking uncomfortable but necessary, like Angel's Trumpet could be fun and add a little tension and chaos to your games
