It is budget in that I don't want to put up the money for a fistfull of walkers or some of the older scarcer cards.
So this deck was a bunch of cheap hate cards with Isperia, supreme judge a very controling deck with a lot of ETBs but then Brago was released and I switched commanders. I have added better and better cards yet the deck just seems to be getting worse. It is niether a good control deck or a good blink deck. I don't know where to go.. control or blink, there just doesn't feel like there is enough space in 100 cards to be both a good blink deck and a good multiplayer control deck... I just don't have the critical mass of removal and counters and draw or the required number of blink enablers I don't know which wat I should go. I actually have a lot of good hate cards I took out of the deck as well as a bunch of blink enablers floating around I sort of have parts from each deck and I am trying to smoosh them together.
I run a blink deck with Roon of the Hidden Realm, so my deck has access to green, which means my opinions come from that line of thinking. Note: quite a few cards aren't linked correctly, so I might miss some ideas of your deck.
However, in looking at your list, I'd first find cards that are underperforming for you. Things I'd look for are weak ETB effects, effects that are very situational, or over costed cards (your curve is pretty high). Cards I'd consider cutting are:
OK I'll go through these into three catagories, sure I'll try it without, err I am not sure about removing them and nope they stay.
battlesphere and master were put in for testing last week no problem removing them.
Decree was better when I had rule of law. It is also an uncounterable counterspell but the cmc is too high. Future sight yeah I guess so only really been once when it was awesome.

Resolute archangel is basically the only way I live in a multiplayer game I am always hoping to top deck it. Draining whelk.... I can add my instant speed blink back into my deck, was better when I had rule of law. I hit someone's huge X spell the other day for victory. Kor Cartographer only a recent addition but has been really great in a deck with no other ramp
I own 3 thassa. glen elendra arcmage is $$ will take me awhile to get a hold of also doesn't work with RIP. Duplicant is in my glissa deck. Cyclonic rift is in my derveri deck not use what its advantage is over just blowing up everything when you are not particularly proactive. I have hinder, spell crumple was only in the 2011 decks right?.. makes it hard to get. Karmic guide is in my deveri deck (with my reviellark, I have Rest in Peace in this deck so I can't use it. GAIV was always a possible commander for the deck.. but 1 extra mana doesn't really seem that much. I still rue the day I passed him in a MM draft. yeah ok maybe. primodials hmm at least its cheap and easy to get.
I would highly suggest leaving Master of Waves in the deck. He can be blinked efficiently with Brago and the tokens do NOT die when blinking. They can be skull clamped for draw and make great chump blockers.

You're missing something. State-based actions are only checked after Brago's ability resolves, meaning that while the master of waves leaves play, by the time SBAs are checked the master is already back. This is why you can't Corrupt yourself to death: even though you hit 0 life during the resolution of the spell by the time the game checks your life total you're back above 0. More specifically, it matters that Brago's ability is like Restoration Angel, Cloudshift, and Momentary Blink, and not like Mistmeadow Witch or Flickerwisp, which would kill the tokens.
I should clarify that this doesn't work with things like mistmeadow witch, but when Brago blinks, the creature leaves and enters the battlefield without the opportunity for state-based action in between.
Your deck seems really light on lands for a control deck. Especially with no mana rocks and very few cards that can draw, dig, or search in the early turns of the game (1st through 3rd). You may want to consider cutting a few redundant effects (especially those at higher CMCs) for more lands and ways to find them. Cards like Ponder, Preordain, and Impulse aren't super flashy but they are great both early when you're setting up your mana and late game when you're digging for an answer or a threat.
I have ponder, preordain and something not as good as impusle (the card from innastrad with the girl and the stack of potions in hand I forgot its name) I have a stack of blue card draw lying around in any case.
The problem remains if I am going to make cuts for can trips and more lands what do I remove? Also It seems like I need my instant speed blink/flicker back into my deck which is a couple more spaces.
Also I have about 100 flicker/ETB cards and control common and uncommons. Righteous aura for example I was always intending to put in (so I stopped being destoried by Nekusauar)
Based on a lot of the cards you've mentioned, it sounds like you're torn between a lockdown-prison style deck & a flicker-based control strategy. It will be really challenging to make the two gel in one deck. If you really want to focus on Brago cut the prison elements from the deck. If you'd rather keep those switch to a different commander like GAAIV.
Ok because I am a geek with nothing better to do on my weekend.. I layed out all my available cards into catagories then on preference on playing them
So I have them in order left to right in catagories... removal counter draw wrath fog tokens, hate lifegain recurion ramp blink enablers, trinket mage and heliods pilgrim tutor packages and left overs. Cards layed out at the top of the photo are ones that are probably in, then "I'd like to play if I can find room" then maybe and finally probably not at the bottom of the photo.
Now the big thing is the draw catagory where I have the most options and the most cards in the "I'd like to play" It is how will my deck draw cards and what is my prefered method? Because all blink really achieved in the deck was drawing cards.
The general does not have to be Brago, it can be Isperia(either of them) or Lavina or Ephara or Medomai just as easily.

When playing, pay attention to how well certain cards work for you. Things like Arcane Laboratory & Rule of Law might slow the games down IF they come out early enough but without a consistent means to counter or remove problem spells/permanents they don't seem like they would have much of an impact. Further they could limit your ability to respond to multiple opponent's during a turn. Additionally, things like Decree of Silence, Thousand Winds, and Kheru Spellsnatcher look like "win-more" cards that only end up being effective if you're already ahead.
Game 1... Me vs Roon vs Wrexial. Got completely colour screwed just drew nothing but blue sources and was forced to ghost quarter for a plains after drawing 5 islands in a row with only white spells.

Trinket mage[/card] into needle on roon... I mage the mistake of blocking his reclaimation sage.. which returned with sun titan.. then darksteel mutation on roon... he cloned the sage and blew that up as well. Wrexial cloned the sage himself to destory all roons stuff and set to work milling me (as I am more likely to have good instants and sorcies). Gideon sacarficed himself to allow me to sunblast angel roon's board. For some reason I was allowed to take extra turns with medomai draw a card play a land basically. I draining whelk the a sun titan that roon replayed (wrexial bounced it at some point) but roon plays Teferei the creature after the bait from the sun titan. Blanking most of my cards. I take advantage to try to land DEN but get my Whelk cloned in response. Wrexial can't do anything with Terferi in play is stuck top decking... I use rouges passage and then Thassa to keep getting extra turns. Teferei eventually gets delt with I don't even remember. medomai is finally delt with but roon is too low at this point so i just swing at him with unblockable flyiers, Roon tries to defend his life with roons ability I counter it with voidmage husher and kill him. I use Righteous Aura to fog Wrexial for however long it took me to set his life to 0, with thassa allowing me to draw good cards.
No idea why I was allowed so many extra turns.
Game 2. me v Daretti vs Grim grin vs Sadisi (was a Damia deck but he was trying a new commander out)
Well my mana was way better mostly not doing much in the early game played Thassa turn 3 and pretty much nothing else. I had reactive hand and I mostly did well in not having to use it. Sadisi missed zombies about 5 times in horrible luck. Pithing needle on Daretti in an in joke about me needling his commander all the time. Darretti blew up the board imediately to regain the ability to use his commander. As the only person not on board I kept taking all the damage from the two zombie armies, I oblated Grim grin in retaliation of a attack. Sadisi was begining to fill the grave as well as tutoring but still being really unlucky with the mill but they had things like living death and Jin gitaxis in the grave. Forcing me to leave mana up all the time.. and just taking more damage. Mistmeadow witch stopped the damage for awhile. Darreti got a strata scythe but played defensively just getting value with his planeswalker. I am at 21 and everyone else was at 40. I block an attack with my solemn drawing rest in peace. Taking a sigh of relief. I play RIP then cast a wrath unfortunately tapping out. all players had a significat board state that made me vunerable if I didn't wrath after playing RIP. Darreti blows up RIP straight away. Grim grin gets re drawn. Sadisi plays Vorenclex, time stretch. Hits me for 7. 14. casts Sadisi then loops Life from the loam and cycle lands to make lots of zombies. kills me in his second extra turn.... casts spelltwine.. takes another two extra turns and makes 13 zombies from grim grins army of the damned to kill Darreti from 40 finds mindslaver during the mill and sets up a slaver lock with Academy ruins. blergh Tapping out blergh... and that is why I play RIP. (Not even the worst combo I have to deal with, It is more of a synergy)
Things that were good. Thassa, god of the sea! So good. mistmeadow witch I'd like more things that blink out my opponents threats, why did I trade my vanish into memory! Righteous Aura, UB deck couldn't do anything about it. Voidmage husher now I am leaving my mana up more I remember why this card is good.
Suprisingly Medomai, the ageless but I don't know why I was allowed to take extra turns and it will probably not happen again, I wasn't able to cast him in the second game due to having to keep my mana up all the time.
Things that weren't great.
I am not sure if getting my hate cards destoried really counts since they were all less mana than the cards used to destory them... I am not sure about darksteel mutation since it is really easy to destory and helps my opponents live through wraths. Aetherspounts... it is a card that needs really good timing that never happend, either small attacks or leathal whille tapped out.
The mana, my constrainting factor. Medomai made it work by giving me extra turns to tap out then untap to leave up.
I counted and I think I am 1 card short, I'll add an island I think. I am still wavering on the morphs but I have a whole bunch of good 6 and 4 cmc creatures I could use instead. Rule and arcane lab are kinda needed to deal with these combos and enable DEN/Whelk and Decree.. but if I were to remove them I'd replace them with Rhystic study and mystic remora.
I badly needed more lands... I took out the morphs. I also traded my ranger of Eos who is apperently $13 now for an enlightend tutor.
I don't think the heilod's pilgrim package is great and I think I will remove it keeping just the control magic and removing the rest. Spreading sea's has it's uses but my deck is really tight atm.
That frees up 4 slots... what do I need more of counterspells, card draw, removal, land or win conditions?
my basic role in the game is punhcing bag hahaha. I annoy someone nevermoreing (or hinder) thier general then get hit for a million damage. Before trying to stabilise. I just trying to hold people down long enough to get a few swings in with Medomai.
Cons: 7 mana D: why?. I have no other dragons in the deck (but I wouldn't say no to adding them its just the good ones in these colours are really expensive :S and/or interact poorly with RIP.
Pros: Getting extra turns is great, allowing me to cast things then untap to counter things also using plainswalkers twice. getitng one extra turn is normally enough for me to get a leg up against my opponents.
Cons: I am not abusing its ability (no double strike for example) I have only a few ways to get it through and it has low toughness for in air battles and it is a very slow kill.
As for the deck I realised that Curse of exhaustion is an aura allowing me to tutor for it so perhaps I should replace rule of law, also normally only the one spellslinger or combo deck that needs stopping with RoL. I am not really liking darksteel mutation people deal with it far too easily.
I'd like to get my hands on Angel of the dire hour more creature based boardwipes are appreicated the "if you cast it from your hand" clause is a problem. Planeswalkers cost money but they are very synergistic with the deck, if I find someone willing to trade me a tamiymo I'd be happy but that is very unlikely I had hard enough time getting a Gideon.
I kind of want more counterspells my number is too low I'd prefer ones I can get some value out of.. spell crumble would be nice, but maybe a simple dissolve is called for maybe try to find the ones with "draw a card" on them
Well I had an idea... I am still struggly really but here is yet another attempt at making this work. Someone was giving away thier box of old cards and I obtained a stack of older counterspells and cantrips for the deck.
I am pretty sure I have enough great cards to play two UW decks one full control and the other Brago enchantment blink semi voltron.. but I only have 1 set of lands and only 1 set of white removal spells. Also wanted to play long term plans but no space

I use rouges passage and then Thassa to keep getting extra turns. Teferei eventually gets delt with I don't even remember. medomai is finally delt with but roon is too low at this point so i just swing at him with unblockable flyiers, Roon tries to defend his life with roons ability I counter it with voidmage husher and kill him. I use Righteous Aura to fog Wrexial for however long it took me to set his life to 0, with thassa allowing me to draw good cards.
No idea why I was allowed so many extra turns.
Game 2. me v Daretti vs Grim grin vs Sadisi (was a Damia deck but he was trying a new commander out)
Well my mana was way better mostly not doing much in the early game played Thassa turn 3 and pretty much nothing else. I had reactive hand and I mostly did well in not having to use it. Sadisi missed zombies about 5 times in horrible luck. Pithing needle on Daretti in an in joke about me needling his commander all the time. Darretti blew up the board imediately to regain the ability to use his commander. As the only person not on board I kept taking all the damage from the two zombie armies, I oblated Grim grin in retaliation of a attack. Sadisi was begining to fill the grave as well as tutoring but still being really unlucky with the mill but they had things like living death and Jin gitaxis in the grave. Forcing me to leave mana up all the time.. and just taking more damage. Mistmeadow witch stopped the damage for awhile. Darreti got a strata scythe but played defensively just getting value with his planeswalker. I am at 21 and everyone else was at 40. I block an attack with my solemn drawing rest in peace. Taking a sigh of relief. I play RIP then cast a wrath unfortunately tapping out. all players had a significat board state that made me vunerable if I didn't wrath after playing RIP. Darreti blows up RIP straight away. Grim grin gets re drawn. Sadisi plays Vorenclex, time stretch. Hits me for 7. 14. casts Sadisi then loops Life from the loam and cycle lands to make lots of zombies. kills me in his second extra turn.... casts spelltwine.. takes another two extra turns and makes 13 zombies from grim grins army of the damned to kill Darreti from 40 finds mindslaver during the mill and sets up a slaver lock with Academy ruins. blergh Tapping out blergh... and that is why I play RIP. (Not even the worst combo I have to deal with, It is more of a synergy)
My hand was Dissipate, aetherspouts, faith's fetters and Resoulte Archangel but I tapped out and died.

Righteous Aura, UB deck couldn't do anything about it.
Voidmage husher now I am leaving my mana up more I remember why this card is good.
Suprisingly Medomai, the ageless but I don't know why I was allowed to take extra turns and it will probably not happen again, I wasn't able to cast him in the second game due to having to keep my mana up all the time.
Things that weren't great.
I am not sure if getting my hate cards destoried really counts since they were all less mana than the cards used to destory them... I am not sure about darksteel mutation since it is really easy to destory and helps my opponents live through wraths.
Aetherspounts... it is a card that needs really good timing that never happend, either small attacks or leathal whille tapped out.
The mana, my constrainting factor. Medomai made it work by giving me extra turns to tap out then untap to leave up.
I counted and I think I am 1 card short, I'll add an island I think. I am still wavering on the morphs but I have a whole bunch of good 6 and 4 cmc creatures I could use instead. Rule and arcane lab are kinda needed to deal with these combos and enable DEN/Whelk and Decree.. but if I were to remove them I'd replace them with Rhystic study and mystic remora.

I badly needed more lands... I took out the morphs. I also traded my ranger of Eos who is apperently $13 now for an enlightend tutor.
I don't think the heilod's pilgrim package is great and I think I will remove it keeping just the control magic and removing the rest. Spreading sea's has it's uses but my deck is really tight atm.
That frees up 4 slots... what do I need more of counterspells, card draw, removal, land or win conditions?
my basic role in the game is punhcing bag hahaha. I annoy someone nevermoreing (or hinder) thier general then get hit for a million damage. Before trying to stabilise. I just trying to hold people down long enough to get a few swings in with Medomai.

Ojutai, Soul of Winter
Pros: 5 power wins 1 turn faster than medomai. 6 toughness less likely to die in combat or burn (prophetic bolt, Mizzium mortars). Is a Flying frost titan. Has Vidgelence which is big with repects to playing cards like meekstone, sunblast angel or storage matrix
Cons: 7 mana D: why?. I have no other dragons in the deck (but I wouldn't say no to adding them its just the good ones in these colours are really expensive :S and/or interact poorly with RIP.
Medomai the Ageless
Pros: Getting extra turns is great, allowing me to cast things then untap to counter things also using plainswalkers twice. getitng one extra turn is normally enough for me to get a leg up against my opponents.
Cons: I am not abusing its ability (no double strike for example) I have only a few ways to get it through and it has low toughness for in air battles and it is a very slow kill.
As for the deck I realised that Curse of exhaustion is an aura allowing me to tutor for it so perhaps I should replace rule of law, also normally only the one spellslinger or combo deck that needs stopping with RoL. I am not really liking darksteel mutation people deal with it far too easily.
I'd like to get my hands on Angel of the dire hour more creature based boardwipes are appreicated the "if you cast it from your hand" clause is a problem. Planeswalkers cost money but they are very synergistic with the deck, if I find someone willing to trade me a tamiymo I'd be happy but that is very unlikely I had hard enough time getting a Gideon.
I kind of want more counterspells my number is too low I'd prefer ones I can get some value out of.. spell crumble would be nice, but maybe a simple dissolve is called for maybe try to find the ones with "draw a card" on them
