This is a deck I'm planning on building in real life after some testing on cockatrice.
The core of the deck stems from my observation that the most value is gained from flickering when your opponents do not expect it, that is to say, at instant speed and in response to their actions. Obviously, to maintain a high level of surprise, one must ensure that opponents do not automatically assume that open mana on your board signals an impending flicker. Thus, instants. Your six open mana could be a Into the Core or a Overwhelming Intellect, it could be a relatively tame Jace's Ingenuity or the randomly awesome Wild Ricochet, or, of course, you could just flicker your Duplicant.
I chose Zedruu as my commander as I want to use the recently released Zealous Conscripts and Mindclaw Shaman. Of the three available commanders, Zedruu seemed the best choice. Zedruu has a mana sink ability, letting you use up unused mana at the end of each turn. While playing on cockatrice, Zedruu has the added advantage of fooling people into thinking I'm playing a group hug deck, buying me five or six turns of time to build up a boardstate.
My playgroup has a league that discourages infinite combo and land destruction, among other things, so as much as I enjoy the Palinchron + Deadeye Navigator combo, I have to stay away from that.
My budget is about average, so I can buy 20 dollar cards if the card is absolutely necessary. No Ravnica/Original duals or fetches, however.
I might run Teferi over Scout's Warning. Have you played the deck yet? It looks awesome. I am a big fan of flickering for value but I run Rasputin Dreamweaver.
Do you like the Soldier Token makers over something like Myr Battlesphere?
1a. Teferi vs Scout's Warning is a tough choice, but I prefer the end-of-turn 5 Zedruu better . I don't really have enough creatures to justify a triple blue Vedalken Orrery that doesn't allow me to flash in artifacts.
1b. I've played this deck on cockatrice, but I must have bad luck because all my games are plagued by people disconnecting or ragequitting. I usually have quite some success.
The deck has a naturally unimposing deckstate, so I'm usually not targeted early on. The games where I win tend to have me winning via attrition, or by blowout by having the right answer at the right time.
2. Knight-Captain of Eos has an attached fog, a plus for a deck which is usually on the defensive. Captain of the Watch simply outputs more power than Myr Battlesphere, plus vigilance.
