So this is my very first time building an EDH deck, and I have extremely limited experience in the format (played with other people's decks once or twice).

- Dump Filth and Anger [soon to be Wonder, too] into grave via Buried Alive (transmutable), get Blanket of Night (also transmutable) or Urborg, have everything wreak lovely havoc
I dont have too much money to spend, so as budget as possible pls?

Seems like a fun deck to play with. Besides that I believe 23 lands and 9 other manasources are far to less for an EDH deck. You should remove subpar cards for other lands.

Second the addition of lands. You should have ~40 (!) lands. Else the list looks really solid, but not awesome, but that's mostly personal preferences.

I think Crypt Angel would be good in this deck's colours. I know it's only a 3/3 pro white otherwise, but doesn't seem bad if it's played at the right time.

when you venture into tricolor and five color territory, you mana base becomes crucial and if it is not up to par your deck will suffer immensely. get as many duals as you can afford. whether they be ravnica , or revised, and everything in between. the lands will make your edh experience much more enjoyable.
cruel ultimatum would be a great card to add to your list. note that cruel ultimatum is very mana intensive. keep cards like these few and far between as you will have trouble ever casting them if your mana isn't straightened out.

cruel ultimatum sounds like it'll be the bomb.
As for budget, i dont think i'd have the cash to invest in rav or revised duals, but Scars or M11 duals are very possible.
Can someone with EDH experience say how useful scars lands are?

before i got my enemy duals from revised i used the scars lands in addition to the m10 duals. they were fine for a moment, but i replaced them quickly with the enemy colored pain lands i had available.
if you have them, use them. you won't be as annoyed to see the same friendly colored lands as i was.
edit: blanket of night seems repetitive since you have urborg, tomb of yawgmoth among your lands. simple cut right there.
if you are running counterspells, hinder should be on your priority list.
Edited deck to current state following first day of more or less serious playtest. Looks pretty decent, and able to win every once in a while.

also, I have reason to believe I am low on ramp (43 total, 37 land). Any ideas as to what can go in and what to be taken out?

I also got a Black Sun's Zenith. Awesome as it is as recursive mass removal, I'm not sure what to take out. I like my spot removal as it allows being selective, but.... idk.

I see a few too many 1-for-1 spells that don't provide any significant card advantage. I would take a hard look at Terminate, Doom Blade, Negate, Go for the Throat, and Shatter. All of those could be replaced with something that provides a little more card advantage.
In the Web of War should probably go because you only have 20 creatures. Of those 20 creatures, two of them belong in the graveyard and two of them are probably only there for the transmuting.
I would also cut Perplex, Galvanoth, and Tidings. Perplex is not a hard-counter, Galvanoth is not a guarantee to hit (and you have no library manipulation), and Tidings is a slow sorcery.
Shatter is there for a second source of artifact hate, but it will be replaced by shattering pulse if/when I get my hands on one.
As for the 1 for 1s, they're pretty much there to answer specific threats at instant speed, and can remove that one pesky critter without destroying whatever I got on the board. If you have suggestions as to what to replace them with, I would love to see some ideas.
In the web of war is mainly for redundancy with anger, to give haste more often and in case of grave hate. But it can go, sure. Suggestions?
Perplex I use for transmuting and never countering, galvanoth is very recent and he has yet to be playtested. Are there any decent draw instants to replace tidings?

if demonic tutor is your range, get on that asap. Sensei's divining top is in the same price bracket as the tutor so look into that.
if you can squeeze some 1cmc artifacts get trinket mage. nihil spellbomb is right up your alley.
