I mean Bob Maher is in the Hall of Fame and he received a 6 month ban once for creating false tournaments with the purpose of gaining rating points. Not saying Saito should or shouldn't make it in, but there is precedent for cheaters getting into the Hall.

Yes, he paid the price, served his time and should be allowed to play again. But Hall of Fame? Now way! There's an important factor that is part of the consideration criteria, and that's integrity. Can you really say that someone who was caught cheating, got suspended, then got caught cheating (yes, stalling is cheating folks) AGAIN and got suspended AGAIN really passes any test of integrity?
Then again, I think the whole PT Hall of Fame thing is a joke (see here or here

There are no appearance fees for the HOF for Grand Prix. Somehow you got the facts wrong.
From May 20, 2013 through August 3, 2014, each Hall of Fame member will receive (1) an invitation to each Pro Tour tournament, (2) a $500 appearance fee† at each Pro Tour and World Magic Cup tournament in which the member participates, (3) a third-round bye at each individual-format Grand Prix in which the member participates, (4) a second-round bye at each team-format Grand Prix in which the member participates, (5) an invitation to each World Magic Cup Qualifier in the country designated by the member’s Nationality, (6) complementary sleep-in special at each Grand Prix (when available), and (7) 15 QPs for each Magic Online Championship Series season ‡.

I'm not going to spend a lot of precious time on this, but Kibler posted about 100 times about the rave (#edcvegas) on his Facebook and Twitter accounts, and he bought his tickets months in advance.
It was talked about in reddit a few times, too. He opened his packs, dropped after 1 round (Round 4, for him), and that was that.

Notice the "otherwise" - it's the sort of thing where you need to back up your statement.
But that's fair enough then. Seems like a misuse of both a slot in a GP where a lot of people who wanted to didn't even get to play, as well as platinum appearance fees.
The tweets between Aaron and Kibler on June 22nd contradict most of what's posted here.

So, apparently he meant to play out some rounds but won a contest to meet some DJs and decided to drop. He explicitly said that he is OK if he doesn't get his appearance fee.
I'd like to point out that Kibler's actions aren't grounds for expulsion or exclusion. Cheating, on the other hand, is and should be. Apples to Oranges here, folks.
And can we maybe put more focus on congranulating the new honorees, rather than fighting over who should or shouldn't be included?
