MTGSalvation will be officially updating its rules as of 8/2/2014 to reflect the changes outlined in this page. This page has been created in advance to inform users of these changes that will be taking place here on MTGSalvation. SOLICITATION

Promoting or linking to content on other websites is permissible for purposes of discussion, but not for the purpose of soliciting for financial gain or generating traffic. Accounts whose only purpose is starting threads meant for advertising may be banned on sight. Official subforum rules may override this rule so long as users abide the local rules for solicitation. If you wish to buy, sell, or trade cards or other items, you should confine those activities to the Trading Post section of the site and follow their guidelines, or contact an administrator.
If you wish to promote your Magic-related website or software, please contact a member of the staff first.

WHAT THIS MEANS:
We have noticed that there are several sections that have some benefit to allowing some solicitation depending on what it is. The change in wording allows our moderator teams to come up with some new rules to allow solicitation so long as they feel that it is an overall positive benefit to the forums. Local moderator teams have the option to poke holes in the solicitation rules essentially to allow for useful solicitation as they see fit. Please note that this is an optional change and is up to local moderator teams if they would like to make changes on the local level.
CHANGES IN ENFORCEMENT:
MTG related solicitation done incorrectly will be moved down to a 1pt infraction with a follow up action by the mods removing the content.
Non MTG related solicitation done incorrectly (assuming it is allowed at all) will be a 3 point infraction with a follow up action by the mods removing the content.
Accounts created to solicit will no longer be banned. We will be allowing some solicitation so we will no longer be banning accounts solely due to being created for solicitation. These accounts will be dealt with the same as other accounts so long as they are not bots. If you are someone who was banned for being an account created for solicitation I encourage you to appeal your ban.
Gimmick accounts created for the purpose of increasing solicitation will result in all accounts banned. Users are allowed to use one account only when it comes to soliciting.
*NOTICE* as this is a relaxation of the rules, as soon as local moderator teams would like to update their rules they can. The rule in the official rules page will not be updated until 8/2/2014 but as this is just a rules relaxation, local moderator teams may update their rules whenever they would like for this.
SUSPENSIONS
Salvation is getting older and due to that we have many old users who over the years have accumulated several suspensions. We felt that we would like to create a suspension expiration timeframe if you will so that we will not over time ban users due to the length of time they have been with us.
Outline
We will be using a 2 year consideration window for suspension lengths going forward. This means that if a user experienced their first suspension three years ago and encounters another suspension today they would be treated as though it were their first suspension (as far as punishment goes). This type of system punishes those that show themselves to be repeat problems for the sake of this site and forgives long time users.
Suspension timeframes are increasing. The new system for suspensions lengths will be as follows: 1st) 1 week 2nd) 3 weeks 3rd) 2 months 4th) 6 months (and we consider banning you) 5th) banned.
Obviously the step up in suspension timeframes might seem a little much at first. We discussed the changes in length and while it might seem like a negative with these changes we are also cutting back our enforcement of solicitation and we are expiring suspensions. We felt that overall the number of users who experience 3+ suspensions in a two year timeframe is extremely small and those who do we felt were not being punished severely at the top end for suspensions to be a real determent. This caused a lot of work for upper staff as well as caused a lot of trouble for the communities they were involved in. For those who experience two or less suspensions in a two year timeframe we felt that this change actually is an improvement for because they will not really see a step up in suspension lengths and the expiration of suspensions means that further accumulations of suspensions will not put them closer to being considered for banning. The decrease in penalty for solicitation also leads us to believe there will be less suspensions in all with these changes.
I want to ask a clarifying question about the suspension expirations. If Joe User gets suspended once on 7/28/14, again on 7/29/15, and a third time on 7/30/16, does that last suspension count as being a second or a third suspension? That is, does the expiration kick in after two years from the suspension date, or does it happen after two years of not being suspended (or "good" behavior, for some value of good)?

Went to a new shop from a friend's recommendation, DQ'ed for willful violation of CR 100.6b.
I want to ask a clarifying question about the suspension expirations. If Joe User gets suspended once on 7/28/14, again on 7/29/15, and a third time on 7/30/16, does that last suspension count as being a second or a third suspension? That is, does the expiration kick in after two years from the suspension date, or does it happen after two years of not being suspended (or "good" behavior, for some value of good)?
We will be considering from the issue date so it would consider that third one as his second suspension as far as duration of suspension goes.

I have officially moved to MTGNexus. I just wanted to let people know as my response time to salvation decks being bumped is very hit or miss.
I think in the MS, we will still want to NOT allow users to link to eBay/Deckbox etc or any other sites which allow the sales of cards, even if they are upstanding citizens. Hopefully this isn't an issues for the Admins, but please tell me if it is. I just don't want to see links to other sales/sites in the MS.

It is not an issue. We designed this rule change so that local teams could determine if there was a benefit to allowing solicitation in some way. I agree with you that MS has a harder time having relevant solicitation.
