Im wondering if I need to move my moons to the maindeck because it "feels" like im almost always boarding them in. The moons have no adverse affects at all on my manabase.
Im wondering basically in percentage what percent of the meta of a PTQ blood moon hits.
I would find it acceptable if it either cripples, severely slows, or at least can time walk an opponent. From testing online and in paper I have found I almost always want them but I was hoping someone would have stats that could help me determine how relevant it will be so I dont have to go on "gut feel".
I mean im aware of all the relevant archetypes and their 4-0 and 3-1 showings, the "big decks" that take down ptqs and up and stuff like that but I guess my question is at what percent are these decks actually played irrelevant to performance. For example can I expect an increased showing from cheaper monocolored lists like mart-proc or soul sisters in the earlier rounds, due to the easier to obtain list?

Let me put it this way. I can't think of any decks off the top of my head that don't run some form of non basic land, either fetches, shocks or, in the case of affinity, artifact lands (the one that isn't banned) and Glimmervoid at minimum.
So it's a pretty safe bet that if you're running a mono color deck with all basics that blood moon is going to be your friend.
Blood Moon just is not maindeckable. To put it in perspective, when Modern first started I was playing Boom/Bust Zoo and by far the worst matchup was against 12post which was also the most dominant deck in the meta, and even then I didn't think Blood Moon was maindeckable.
It's impossible to give percentages for your particular PTQ, but why not just take a look at what is out there and figure out if Blood Moon is good against it or not? Obviously, Blood Moon absolutely wrecks Jund and Tron. There have been a couple times during DEs where I've dropped a turn 2/3 Blood Moon against Jund (while playing Affinity) and the player instantly concedes - even when I have a pretty limited board position. I guess it's also borderline OK against Caw Blade for the man lands.
But what is Blood Moon not good against? It's not useful against Storm, Splinter Twin, or any Mono Blue Control like Faeries. It has very limited effect against decks like Boros and Melira Pod - definitely not even SB in material. It's just stupid to play it against Affinity. Blood Moon does affect decks like RUG Delver or even Isochron Tempo, but those opponents can play around it with basics and are also often dropping early threats.
So can you afford to have a dead card MD for all those matchups? I don't think you want that.

Affinity wants Blood Moon. It's just about the last possible card you'd want to have against Affinity. Affinity establishes early board position, typically runs 85% colorless spells, and for the other 15% has nonland mana producers like Mox Opal and Springleaf Drum. Also, the artifact supertype remains, so all Blood Moon does to Dark Citadel is turn it into an "Artifact Land - Mountain".

True, Affinity isn't hurt much, if at all, by Blood Moon. I was simply stating that it runs non basic lands, albeit very few.
Personally, I'd never run Blood Moon MD against anybody and for that matter would probably never sideboard it either. I feel there are better ways of dealing with whatever is out there.
