I saw Rolling Earthquake for the first time recently and was curious as to how much it was. As always, I check TCG player for prices as I shop there exclusively. Surprisingly, it was out of stock and had no price data!!! Never have I seen TCG player out of stock (except for those super rare 1 time only cards). Have you ever seen TCG player out of stock on a card you were looking for?
Turns out, according to Ebay, Rolling Earthquake is 160 dollars US. Ebay also only has about 6 up for auction as of 11/27/2013. But as this card is no on the reserve list, its probably best not to drop 160 on it.
There are 3 other cards from P3K that are also out of stock right now on TCG Player, for example. And three other P3K cards where only one vendor currently has them in stock, so that price = the average price.
Periodically, there are runs on cards that cause them to temporarily stock out all over. Gaea's Cradle with the new legends rule update, for example.
And this is probably a separate issue, but there are some cards where prices don't link correctly in the magiccards.info database - Aether Vial, for example.
Considering that horsemanship is not a supported keyword, the chance of it getting a reprint is basically nil. That price isn't going to drop.
It's an EDH and Cube staple, and is a very likely candidate to be a Judge Promo. Judge Promo's of similar casual only P3K cards have put a major dent in the prices: See Xunhao the one-eyed (or whatever its name is) and Overwhelming Forces.

The originals of both cards you listed are still $100+. Judge promos don't affect the price of a card that much.
TCG tends to be unreliable for the very rare cards, like Alpha, Portal Three Kingdoms, and similar. There's frequently no stock, or only a small amount of stock with very high prices (higher than you'd find on Starcity even). For things like this, I generally check SCG to see what the "space dollars" cost of the card is, and then see if I can find it on eBay or in person for 70-80% of that cost.
As for whether it will maintain its price, since the card sees 0 Legacy play (unlike Recruiter/Retainers), the new printing will likely be worth considerably less. Look at Xiahou Dun. He was over $100 before the Judge printing, and the Judge Promo can be found for <$20. Overwhelming Forces Judge promo is $40 on Starcity, meaning it can probably be found for <$30. Rolling Earthquake would likely follow the same trend.

As far as Rolling Earthquake goes... there have been a lot of Cube and EDH P3K cards in supplemental products and as promos in the past several years, including Xiahou Dun, the One-Eyed, Hua Tuo, Honored Physician, Imperial Recruiter, Loyal Retainers, Diaochan, Artful Beauty, and Overwhelming Forces. If I were a betting man, I'd place money on this seeing a Judge Foil reprint in the next 2 years (it seems like just about every P3K card I've bought in the past few years has been - so keep your eyes open for Capture of Jingzhou and Imperial Seal while you're at it).
