GerMagic got it...old sets were very lightly opened, and mostly in "flashback" draft formats.
Mercadian Masques has 110 rares in it...and it's only drafted as part of masques block! That makes every rare closer to mythic rarity, and in combination with 4ofs needed for some legacy archetypes, prices are very high.
Mostly, prices are lower for MODO cards though. I would estimate that most decks run 50% of what they do in paper (thanks to cheap duals and fetches), and that is especially relevant when you only need 4 copies of cards like Brainstorm to play any blue deck, whereas in paper, it's much more inconvenient to only own 4 copies of staple cards and constantly switch them between decks.
