Hey guys just got into MTG about 3 months ago and this hobby is expensive!!
This is a 2 parted question
1. When sets rotate out when is the best time to buy cards from then. For example I would like to buy 4x of inspiring vantage out of Kaladesh. I dont mind forking over the 20-25ish price tag for the playset but im curious as to when is the best time to invest in cards that are rotating out soon
2. When new sets come out when is the best time to buy singles. With the upcoming set Battlebond coming out there is tons of cards i'd love to have a hold of that will be great in tons of my commander decks

Specifically addressing #2, if you're looking for the reprints out of battlebond (or other similar products) give it a couple weeks after release. The price will continue to drop while new inventory is being released into the market.

Welcome to the game, skeetj, and welcome to MTGS.
#1: I'd love to be able to give a simple answer such as "One week before rotation" or "A month after rotation". Unfortunately, different cards have different uses, so a cards that's primarily an EDH card won't really be affected by rotation, while a card that's good in Modern will take a brief hit and then start bounding back immediately. Inspiring Vantage is definitely Modern-playable, so I wouldn't count on rotation to crush the price. If you can wait until rotation, go for it - a lot of Standard players will be dumping them, so there will be a brief window to grab your set - but don't count on a $10 playset.
#2: Again, depends on the card. I'm waiting a couple weeks on Battlebond, so that there's a greater supply of cards in the wild. That means less competition for each card that I want. But if something looks busted in half, and it's sluggish at the start, you might want to take Xoth's advice and pick up a playset, just in case it really is busted in half and the price goes through the roof. Leovold is a good example from Conspiracy 2: Electric Boogaloo.
