I am looking for a good sense of an "average" price on an altered, full-art MTG card. Let's assume the card was fairly well painted. I know that the individual values will vary depending on artist ability/individual preference, but I am looking for a general range for a reasonably well done card (for example, that the card would be within 80-120% of normal value, etc).

This is going to depend on so many variables that I don't believe that I can give you an answer.
Some cards will "do better" than others. RV duals, for example, will do better for you than ABU duals.
Some players just don't like alters. For whatever reason, they're just no fond of them.
Sometimes the art "clicks" with the card, and sometimes it's just weird.
If the original artist is the one doing the alteration, that can also change the valuation.
I don't think that there's a generic percentage range for a generic card. Galspanic (and other alterers) may be able to refute that with their experiences, but I don't think that you can just say "Oh, it's an alter, that's N% of TCG Market".

It's also going to vary by alter content. If you're just talking border extension, probably +$5-10 depending on the card and other factors. If you're talking all new art, it's beyond subjective. Personal example, I think the superhero alters and anime girls look awful. Those absolutely crater the value of a card for me - I wouldn't pay anything for those, no matter how well done they were. I've got a couple art nouveau style alters, both commissioned and purchased completed, which substantially raise the values of the cards to me (on the order of several hundred percent). I don't think there's any kind of universal modifier that you can apply.
