What the heck happened over Christmas? Leovold, Expropriate, and Palace Jailer are all sky high, a lot of cheaper copies of some other foils (such as Sanctum Prelate and Stunt Double) were bought out. Is it just that supply is low? If that's the case, why are boxes still languishing on shelves, and nonfoil prices still quite low?

Conspiracy 2 didn't get enough time to be opened before the next new hotness (Kaladesh) was released just a month later. It also didn't help that Kaladesh had inventions that massively tipped scales when choosing between sets to buy or as prize packs.
So because of that, speculators and buyouts happened on foils on the assumption that there just wasn't a lot of those opened and the demand for pimp cards is a fairly known factor when it comes to EDH and legacy. Nonfoils on the other hand are quite low because there are still boxes lying around so its very easy to inject the market with the non-foil variants, i'd suspect that will change once the remaining boxes on shelves gets opened up. Still Maro did say that conspiracy will be printed if there is demand but with each standard set now housing the ultra mythic rarity foil, I don't know if there is going to be enough time where people are going to demand conspiracy 2.

It was a combination of new and buyout time. Palace Jailer and Leovold saw some play in legacy and the aforementioned pimp mentality is strong in legacy as well as EDH so those amongst others are natural targets for buyouts.

Leovold is picking up a little in legacy, which could be contributing to the price increase there. There have been a few big names in legacy talking about him and that may be enough to push prices with the absence of any large events. This weekend is going to be the first real test of him in legacy, so he may be worth keeping an eye on.
Palace Jailer foils are definitely speculation, but the driving force behind the speculation is also legacy. It's seeing occasional use in a couple decks. I wouldn't expect the current price to stick, but it was almost certainly underpriced at $3-4.
