Your best bet for trying to set up a specific trade through Puca is to go through the Discord server.
Has the US Postal Service slowed down the past month w/ mail? It is taking longer than usual for packages to go out to the mid-west & east coast from California, as well as receiving packages from said regions.
In April, said packages would come in a week (or even less). Now I have 3 packages saying they should be here in 0 days (& that was 2 days ago).
Could it bad weather, like tornadoes, hail storms, thunder storms, and the like?

I haven't noticed any particular issues with delays in sending or receiving shipments. I usually mail first class parcel or priority mail for 100% of my packages that I mail, and for stuff I've received I get them a variety of ways. Media mail that I've received some things via took a while and some that were mailed from the same place at the very same time, took a day or two longer than other parts of the shipment, but that can happen sometimes (even if it really doesn't make much sense). Package delays (from items I've mailed) do happen though. If I was mailing at as high of a volume as I used to right now I would probably notice it more, but it doesn't really seem to be occurring at that much of a higher rate than before. I cannot speak for international shipments since I don't mail or receive items from outside of the US anymore.

Also due to a possible change to planeswalkers and the legend rule (related to spoilers of ixilan), people have been talking about mirror gallery as well as a possible target for a buyout, so definitely keep an eye on that card as well... just in case. The supply seemed quite low when I checked, but I don't know what it was at before.

Does anybody know how easily is to get cards from Magic online for pucapoints?
I don't have a MOL account, i've planned opening one and using the 32k points i have in puca to get some cards to play legacy on MOL and want to know if it's feasible

Legacy playables.. you would need to give a 150% bonus to get a chance to get any. Which by the way is cheap, considering tickets you need to give 200% bonus.
So is this site still kicking? It was my favorite site for a year or so. Got so many cards I couldn't get elsewhere, but then it suddenly became impossible to trade on there. Last time I logged in was around January or February. I sat on $14 worth of Pucapoints for 3 months before I finally got someone to eat them up. I had everything on my list from tokens, .20 foils and bulk rares all the way up to $10 rares and mythics but no one would send me anything. Also kept having issues with people stationed over in Afghanistan and other military bases overseas taking advantage of free mail back home to mail me .10 cards that I had to wait weeks to receive.
Unfortunately the site is not doing well and hasn't recovered in the slightest in the post FS release, the conversion rate of currency is somewhere in the .30 cents per 100 pucapoints range which indicates serious issues. Your options if you want to continue using the site is to go to the discord server and try to spam your profile to gain visibility while promoting the hell out of your wants scaled higher for staples.
At the moment there isn't anything that operates on the same level as the golden days of Pucatrade. Cardsphere is the closest in that it was developed by a bunch of disgruntled ex-puca users with features that attempt to insulate itself from the same issues that caused the fall of Pucatrade. Confidence is there because the currency is backed by USD and allows for cash outs. The problem is that the site is still in its infancy so like early pucatrade, it is in the survival of the clickiest stage which all things considered, is not the worst problem to have. Though it still needs to gain mass traction and there are some known perception issues especially pertaining to the ability to set bonus/cuts that pucatrade didn't have.

I said I was going to continue monitoring the situation after my cash out on the chance things get better, or if a competitor becomes available. Currently it's the latter.
And I don't think i'm drinking any kool-aid, the tix price per point which serves as the unofficial cash to point ratio is roughly in the .30-.35 cent range which is on pucatrade's website itself when we switch to the MTGO tab. I don't need to go to discord or reddit to figure out that things are even worst than they were several months ago.
And I will freely admit that cardsphere has treated me quite well, that's not to say that the site is perfect by any stretch but there is a high degree of confidence in the market because everything started off attached to USD. Yes it means that we're going to generally see cards cut to slightly above buylist prices but that's how the game works, i've personally gotten lucky by setting up a page monitor and sent out cards at sub 10% to no cuts which is absurd since getting cards set to 15% cuts is fairly standard.
So far, my experience at cardsphere requires far less work than what i'd need to do on pucatrade in its current form as well as not requiring to pay membership because what I need mostly is foils. In fact, my experience basically was deja vu of early pucatrade where I needed a page monitor because good offers gets snatched up so fast. When I did have the funds, cards were confirmed within a day, and not just standard jank, I was getting foil fetches and the likes.
I did totally get one very random card in the mail about 2 weeks back. That's the only thing I've seen from the site in the last 6 months. I tried Discord, but honestly don't want to put that kind of effort in to trading. That was the whole point of PucaTrade. Trade off stuff when you have time, get cards randomly in the mail. Having to hussle trades and send recips is not worth my time.
Sent 45000 pucapoints worth of cards in the last 45 days. Currently left with 1600 and 10k still in the mail. I received (or expect to receive shortly) with the rest of the points:

1 ensnaring bridge
1 ugin, the spirit dragon
A bunch of stardard cards I needed
Didn't put that much effort. The cards just comes to me. I think the secret is to stay active. I make sure to send at least one or two package a month, even if its lower value stuff.

Is it just me, or is the health of Puca Trade improving? Half a year ago I could go a month w/o receiving a single package (recip trading was the only way I got cards). This October, I found myself, for about 10 days, at 12 points. I still recip trade a lot, but I have been getting random packages from others who aren't asking to recip. So, since my reserves of points have gotten low 3 times since the end of August, I too have been sending out packages w/o asking for a recip. In fact, I mailed out (late September, I believe) a brick (basically), of around 50 cards to 1 person, just so I could have the reserves back up (aaannnddd, that got depleted too).
Sent 45000 pucapoints worth of cards in the last 45 days. Currently left with 1600 and 10k still in the mail. I received (or expect to receive shortly) with the rest of the points:

That's surprising that you got those as random sends. It seems like there might be a slight pick up, but for me I haven't noticed much of a difference. The people on Discord have started doing auctions, which I personally think is horrible because it's just preying off of people who are willing to overpay and get the card ASAP and they're able to get 2-300% markup. Even crazy bounties aren't enough to get cards sent sometimes. I had a 350pp card at a 1000pp promoted price and still couldn't get it sent. Finally I just bought it.

Mana Echoes goes infinite with a card in Ixilan (as do many things, like Angelic Chorus, Impact Tremors, Purphoros, Vela the Night-Clad, etc), but Mana Echoes was in short supply to begin with.
