Hmmm, looks like Pucatrade has picked up again for me sorta. This week, i've sent out around 5k points of obscure and non staples so at the very least, people are adding stuff to their wants lists.
It remains to be seen if people are willing to send to me though. I'm looking for old cards and some of those are staples so hopefully people bite if I have enough points to make it worth their while.

I wouldn't quite go that far, the bottleneck for eternal cards certainly exists and people are reluctant to send anything modern legal fearing that a spike will occur after they send it. I don't think shocks and fetchs will be coming by any time soon and the only way I got people to send cards to me is by putting a lot of edh cards on my wants list. I'm going to test this by putting actual modern staples and eternal playables like replenish on my wants lists to see how long it'll take to have that filled. At 6k points, shipping is easily worth their while even for 1-2 1k point cards.
I added some additional random cards to my Wants and was able to pick up some smaller stuff I'd been wanting for a while. Don't forget that people look for value-sends: adding a Noxious Revival to that pile of Muddle the Mixtures may get you the trade.

For high value trades, I use a padded envelopes called "bubble mailers" and PayPals' multi-order shipping online app. It costs about $2.50 or so. I re-use bubble mailers I received on other trades. Actually the bubble envelope isn't required. I pack cards I want tracked in a PWE and take it to one of the kiosks. Instead of trying to send regular mail with tracking, I select the "send package" options, make sure it prints small labels, and get the $2.54 price. If they're nice they'll do this if you take a PWE up to the desk to send (that's how I learned about this), since a really light package with tracking is cheaper than a PWE with tracking for some reason.

About sending a spiked card: this happened to me twice with Eldrazi Mimic and I let both of them go; the third guy actually wanted one. I think that's the way to go for two reasons: first, most spikes have real demand backing them up, even if it's not enough to hold the peak price and second out of courtesy to fellow players. The difference between the first and final value was about 100pp, which is less than the additional cost I would have paid for tracking if I had forced the Mimic onto the first guy and he sent a Stomping Ground that had been on my list for months as a thank you. So it's not just the nice thing to do, it's sometimes the profitable thing too.
About recent slowness: Pucatrade really is cyclic. A few pages back I made a post about slow sending and since then I've received Dustbowl, 3 Cryptics and a pile of smaller stuff. I decided to splurge on a month of silver and I've got three mostly foil pauper decks rolling in right now. The US tax season observation is interesting, and I would additionally point out that two prominent Youtubers (MTGDegree and MTGLion) recently uploaded anti-PT videos, which has almost certainly hurt the active user count and card flow.
2 different people sent me 3 cards each with the total transactions being 5000-6200 points total. I have received a few singleton lands as well (polluted delta, and steam vents).

The first 3 ounces is $2.54, between 3.1 ounces to 8 ounces it only goes up to $2.60 now, and more above that. And let me tell you, it takes a good bit to get above 8 ounces with a bunch of singles Keep in mind though that these are for online shipping label prices. Like the ones you can print out from paypal for example. The costs at your local post office of course would be higher for some.
Patience is the key. I have 12 cards on my want list ranging from 79 to 1976 points with no takers, so I'm using this time to send out cards and save up my points in case it turns out I need anything from SOI (I'm not buying any packs, just plan on getting singles)
Seems like puca does run in cycles, I've had times where I put stuff on my wants list and within an hour it's being sent (usually on stuff 500 points or less)

Puca trade rips you off. cards are 15-20 bucks more on there. Archangel avacyn is $50.39 on puca and it's a $30-35 dollar card. Save money by getting cards off mtg salvation and ebay/amazon. Sell your $1 cards at shops for REAL MONEY. not fake crap.

Actually I just looked on tcgplayer and the cheapest NM copies of Archangel Avacyn are now up to $40, and tcg mid is $50. You also have to remember that you are trading cards for cards at the mid price, so its comparable. And plenty of people have been able to send out cards they didn't need and get back cards they did need in return (no money involved aside from postage costs). So the comparison is honestly a bit more difficult to make when you are talking about trading cards for cash vs. trading cards for cards. As for wizards shutting it down? I would simply ask you why would they? That makes no sense. Wizards has nothing against people buying and selling cards, with all the online stores, ebay, tcgplayer, etc, obviously buying and selling isn't an issue, so why would a site assisting with trading at what many feel to be fair rates would be an issue?
