Bounties have never worked for me. I've tried offering them on several different occasions and only once did I have someone message me with interest and he apparently expected like a $10 premium on the card he was trying to offload on me.
I changed my user name to show that I am offering 12% extra on all my wants. Thus, it is quite visible exactly what I am offering. To be fair, my Wants do not include anything really cheap (save for a few foils for Modern Bogles). If I were just looking for stuff for Standard, I doubt the bounties would be necessary. But, when I am looking for foil Shocks, foil Fetches, RL cards, and hard to find older foils, it looks like the bounties are working. I don't mind the bounties as 100 PP does not equal $1 plus I have accumulated the vast majority of my points by sending off cards that I can't trade locally.
There was a lot of concern about puca being a pyramid scheme, with the people that got out of it first profiting the most, and the people staying in it never being able to get out without "new bait." Since then, most people have decided to stop sending and just hope to be sent things, wanting out of puca. Older cards aren't really ever sent anymore. I'm expecting to see a lot of movement right after the prerelease, when people are unloading cards at exorbitant values, and then a whole lot of nothing.
If you've got puca points hoarded, I recommend unloading unless you plan on making lots of standard purchases. We're starting to see a massive decline in pp value, a significant decrease in valuable cards sent, and a decline in new members.

Regarding the second point, not sure what you consider valuable, but since January 1st I've gotten 10 cards valued between $15 and $96. 10 cards may not seem like a lot, but it's literally EVERY card I wanted in that price range. In that same two months, I've gotten EVERY CARD on my 29-card want list with the exception of a Mana Vault, and no card was on my want list for more 3 weeks. Also re: the second point, I know for certain an $800+ card has traded on average once every 5.9 days for the last 12 months. I know this because in the middle of April 2015, I acquired an $800 card that at the time was the 11th most expensive card ever traded on Puca. Now, 50 weeks later, that $800 card that was once in 11th place on the most valuable list now sits at 70th place. Whereas less than a year ago an $800 card would have been the 11th most expensive card traded, now you need to trade a $1,080 card just to break in the TOP FIFTY.
As for the third point, PP's have been steady at .68-.70 cents/100 pts for months now.
As for the fifth and sixth points, again, please feel free to supply any shred of quantifiable numbers.I know that I've sent 74 cards this year to 22 other members, that's nearly 2 trades per week. Do you want some numbers, lest you think I'm only speaking from personal experience? It took 18 months for Puca to complete its first million trades. It took 4 months to complete it's second million trades. Now, 7 months after hitting two million trades, it's over 4.2 million trades, which means it's still accelerating as it now takes a little over 3 months to trade a million cards. I guess that blows holes in your claims, doesn't it?

Me and a half dozen guys get together for beers and pizza before EDH night and BS about various magic-related things, and PucaTrade came up this week. One common comment made by everyone, me included, was that for standard in particular we generally only sent cards to people that had deep lists full of other small things they could package up with whatever they were sending. Just need a Sylvan Advocate? Nobody was gonna bother sending it. But if you needed a Sylvan Advocate, a Pithing Needle, two Crop Rotations, a Forbid, a Tamiyo emblem and three Dissolves then they'd pull the trigger.

In the past two months I've gotten a foil Urza's Destiny Thran Dynamo, a Sterling Grove, foil Concerted Effort, Academy Rector, foil Urza's Incubator, Argothian Enchantress and an Idyllic Tutor. Dingy dingy. There's been a lull just this past week, but I haven't had much trouble getting fetches/shocks that are on my Want list. However, I make sure that I also include some other random trade fodder (~50-300 pp/ea) on my list, so folks are more encouraged to make the trade. I've had some great success lately receiving combinations of fetches and Tasigurs from various traders. When multiple people want a card, I'll almost always initiate the trade with whomever is also looking for the most standard and/or bulk cards.
I had a guy send me a single card for 19 pp! It arrived in plain white envelope, one stamp, and in nothing but a deck protector sleeve. Luckily the card was fine though!

I think what might be happening with the people sending out cards that don't even cover the cost of postage, is they may simply be THAT close to having enough points to get that higher valued card they are after, and so to them its worth it to be able to pay a little extra to get those last points in postage costs to get there. Makes logical sense to me anyway. Any other explanation I couldn't really fathom, other than someone simply trying to be nice, or not adequately taking into account the amount previously spent on the stamps and such (which they should).
Well, I haven't had much problem getting a lot of the new SOI cards I wanted, so that's good. I spent more points that I wanted to picking up some 100-200 point cards that I feel are undervalued. Still can't find anyone to send me Ojutais though, and I've had THREE canceled trades on Atarka's Command now, as well as a few other SOI cards I tried to get. So that's pretty annoying.
I have a feeling that we end up having the same discussion the week before every set pre-release. It just turns out to be a really quiet week, mostly because people are waiting to see what they pull at pre-release, as well as to see where the various formats end up once the set drops. Definitely had the same posts in the week before BFZ and OGW pre-releases. Guess it's a trend.

Last night, did one last 'send-a-card' review before I left the office. Someone needed one of my pre-release cards, so I hit accept and dropped the envelope into outgoing mail. I got up this morning to find a message: "Please cancel the xxx trade - it went from $ to over $$$$$ in less than 24 hours. Thank you."
Rules Section B, Article 1:
"Every time you initiate a trade, you are entering a contractual obligation to mail the card to your trading partner in the specified edition, condition, and language within the guidelines specified below in exchange for the number of PucaPoints represented at the moment you initiated the trade"
Now, mail has not been picked up yet (930 am est currently) - Might take some work to go retrieve it along with messaging the office secretary that when the mail people come arrive, to have her or mail staff sift through and grab the PWE.
The card increased in price overnight, and the person who would be receiving was sending you a message to cancel it because he didn't want to rip you off? That's very nice of him/her. You're obligated to send the card, but if the receiver specifically requests you not send it then I don't think the obligation stands. If I'm misreading that and the card actually decreased, s/he's obligated to receive the card for the agreed upon amount anyway.
If the message was from an admin (you were a bit unclear xD), telling you to cancel it despite the rules, I think you do what the admin tells you.

i think what happened is that aj committed to send the card out to someone and dropped it in the mailbox. The next morning the person asked for the trade to be cancelled.
Assuming that was what occurred, he shouldn't have to cancel the trade. It doesn't seem malicious or anything, just one of those things that occasionally happens.
