3. Modern cards that have not seen a reprint yet

I appreciate that alot of these cards have spiked recently and that I will be paying more than others who have been playing for some time.
In any case I really love playing modern and want to acquire these cards for my enjoyment. Fortunately I am able to play small tournaments with a proxy deck but I am currently building Tarmo-Twin and want to complete this deck and build up a collection of modern staples to play in larger events.
What would be the best time of year to pick the above cards up
There's no time like the present. Most if not all of those staples are just going to go up in price.
Also, I just noticed that you wanted to play TarmoTwin. I just put the deck together with cards from other decks. It is undoubtedly one of my most expensive decks that I own and this counts Legacy.

The way things have been going the past few years...now. Almost everything that sees any Modern/Legacy/EDH play just keeps going up, so waiting to buy stuff hoping to get a better deal later just doesn't work out very often.
That said, you MIGHT get lucky and pick up Voices and Oozes for a little discount just after they rotate out of standard, as inevitably there will be some standard-only players dumping them. Outside of those I don't see anything on your list going down anytime soon barring two exceptions:
- They get banned in Modern (in which case you don't want em either)
- They get reprint en masse, as in significantly larger quantities than the Modern Masters mythics. This could certainly happen, heck I think it is almost inevitable assuming WotC wants to keep the format viable. But we have no idea when that might happen and you could end up waiting years for it.
I would suggest buying the shocklands now. They seem to be at their lowest currently. Although they are going to be rotating soon, I feel post rotation they won't drop further due to the popularity of Modern.

Scavenging Ooze is very undervalued right now. I've picked up many at the current rate of $6. While it is true that it is in Commander, M14, and a Promo, there will be a day when demand beats the supply for a card that does a decent job at hating out Graveyard based decks.
I agree that Voice is possible. They've always been overpriced ever since it spiked from $15-50. In my testing, it has just been okay in Pod. Maybe I haven't played against enough Control?

Is there a 'modern season' that runs in America that will impact prices?
I cant really find any information/ detail on this searching online but I assume that prices would drop to a low during the offseason, which would be a good time to buy in.
I have noticed that Scalding Tarn/ Misty Rainforest have dropped from $100 to around $85 over the last couple of months and am wondering if other staples may follow this trend in the coming months.
So you think now would be better than waiting a few months for Pro Tour/GP Richmond hype to die off?
Fetches may have gone down slightly in response to information that supports their eventual reprinting. The problem is that nobody really knows what set they will be reprinted in. There was an Event deck that had Verdant Catacombs and Bloodghast, but it doesn't stop Catacombs from being a $50 card and Bloodghast from being a $10 card. Eventually until a reprint, demand will be more than supply. Remember, Fetches are also needed for newer Legacy players OR newer Modern players.

The one card I would certainly wait to buy is Voice of Resurgence, which is currently much too expensive for what little play it sees. If you're patient and want to save money, fetches are pretty much a sure thing to be reprinted in the next two years.
The rest are likely to keep rising. All could be reprinted, but as long as the demand remains, reprints don't seem to put too much dent in the price of staples unless Wizards wants to get much more aggressive in their reprint strategy.
1. If you're looking to buy them to play in a specific deck soon, then buy them now.
2. If you're looking to buy them just to have them in case you want to use them in a deck at some point in the future, and you don't care about the price, then buy them now.
3. If you do care about the price, then wait until they're reprinted.
The only cards on your list that are unlikely to get reprinted soon are the Shocklands, Abrupt Decay, and Voice of Resurgence, since they were just printed/reprinted, so you might as well buy them now. I suppose Shocklands might drop slightly after rotation since some people only play Standard, but I wouldn't hold my breath.
All advice is assuming you want to pick these up in the next 6-12 months.

Probably not a candidate for M15 reprint. ▲Splinter Twin has a low chance of reprinting soon. ▼Noble Hierarch was not included in Modern Masters but Conflux was. I suspect we see her reprinted soon. ▲Birthing Pod probably won't see a reprint until MM2. ▲Liliana of the Veil is a tough call if you can wait more than a year, wait. Otherwise now is better than later. ▼Fetchlands are going to see a reprint. It will not be a smart financial decision to pick these up until then. Conspiracy would be there last chance to get them in a Modern border and there is speculation they may do that.
It's important to understand that Wizards builds sets years in advance and cannot react as fast as we want them too. Splinter Twin was not on their radar for reprint till it's price took off only 6 months ago. Which means they are only now considering it for sets well over a year away from being delivered.

The best time of the year to buy all of those cards is on Christmas Day. A vast majority of people will be spending time with families or whatever, so camp out on ebay and buy whatever you want with minimal competition.

Lord Anarchy is right though, anecdotal/empirical observations (including a thread on point on Marketstreet) have shown that generally Magic prices depress a little bit around the holidays.
