so what's the deal with the 4% fee for paypal non-gift transfers when buying cards in the sales lot? i'm pretty sure that paypal says the seller is supposed to swallow the fee, not the buyer. why is this etiquette not followed here?

It's an attempt to offer the lowest prices they feel comfortable with while still not paying the price of doing business. It's not like most people here are really even charging low enough prices to not have that built into the transaction.
Charge me TCGPlayer low, shipping, AND Paypal fees? How about I go to TCGPlayer and not pay the fees? Okay It's because of the false belief that selling cards for "what they are worth" that I don't buy from people here as much as I used to.
I've more looked at it like an opportunity for you to save money if you are willing to do paypal gift. It should be priced under the lowest available price by around 5-10% (as seller is saving the fees from TCG/Ebay).
Cheating the system to save money isn't really something we should all be striving for. Paypal makes things so damn easy and we should all be glad to pay their fees. I mean, I guess I could skip them, have people mail me checks, take those checks to the bank, wait three days for it to clear, and THEN mail the stuff you bought. Or you could send me cash!

Charging $7 for a card SCG has for $10 isn't a good deal when you are just some kid with a backpack full of binders and loose business ethics.

Personally, I think that if someone was going to sell cards on here for actual money (vs. trading for cards), that one should look at the lowest buy it nows on ebay or tcgplayer (what a person could go online and purchase it for right now at the lower end), knock 10% off of that to account for the savings of ebay or tcgplayer fees for the seller, and then potentially a little more if they want to make the price a bit more attractive. Have the buyer pay the shipping/handling costs ($2 or less via a trackable shipping method), and the seller would then eat the paypal fees like they would selling at either ebay/tcgplayer, for example).
Its all a matter of preference though. I've personally never bought/sold/traded anything on this site before, even though I've bought from tons of online stores/ebay/tcgplayer, and sold a ton of stuff via ebay over the years. For me its simply my being comfortable with the workings of ebay/paypal and the protections provided (even for sellers), and the speed and ease of being able to offload cards vs. what could be the case elsewhere. Plus, it makes tax time a lot easier to have all my sales in one place now :p.
Inevitably people who sell on here will have to recognize that while some may prefer here to other places, many will go wherever they can get the best deal, and that means adjusting their prices/policies to best compete with the rest of the internet in such regards.

A lot of users want to buy cards for less than what my LGS will buy them for. One day I want to ask to why would I sell the card to them when I can sell it to my local shop for more money and less costs to me? Not to mention my local shop has an awesome promotion. Sell cards to the store for store credit and your draft is half off. Nothing like a 6.00 Theros Draft.
Because selling to the local shop requires going to the local shop.
Which, if you are going to anyway, wouldn't seem like an issue :p.
Anyhow, I was curious about something else. I keep noticing when browsing ebay, that sellers will put that they don't accept returns, and don't offer refunds. And yet, their listings accept paypal. Which, by itself automatically forces those protections if there is an issue. So .... what point is there in the seller listing such a policy, when any buyer who knows much of anything about ebay/paypal, knows its an unenforceable rule/policy for the seller?
And related to that, the number of online stores that offer insurance for an additional charge (maybe I'm missing something, but why as a buyer would I pay for insurance, when my purchase is guaranteed through paypal buyer protection anyway?) As a seller myself, I simply choose how much risk I am willing to take on my end, knowing that if there are any issues, I'm the one that will be on the hook, not the buyer. So I always include tracking on everything, and always thoroughly protect everything I mail, and will add insurance/signature conformation to stuff depending on the value to offset the potential losses I might take if they were lost/damaged. I don't charge my customers for that, because what reason would they have to pay for it with the paypal protection?
Anyhow, just some thoughts that popped into my head.
To echo some other posts, when I started playing again last year after a decade away from the game, I bought a bunch of cards on these forums. My LGS doesn't sell singles, and I was able to find a lot of the cards I needed on here for cheaper than ebay/TCG. I also generally got cards in better condition and with fewer headaches than ebay/TCG. Lastly, I got the feeling of giving my money to other members of this community instead of faceless sellers elsewhere. It was an excellent experience.
Lately I don't see that at all. The prices are higher comparable to TCG or Ebay with all sorts of nonsense clauses like "buyer pays fees" and "buyer pays shipping" and "I'm not responsible if the mail doesn't get to you." That last one particularly irks me.
As much as I'd like to support fellow MTGS posters, if you expect me to pay prices anywhere near what I would through ebay and in some cases even through SCG while waiving all the protections and conveniences those services offer, you're nuts.
I would wager that last year my spending on singles was roughly:
80% MTGS
10% SCG/Troll and Toad/TCG
10% Ebay
This year it's more like:
10% MTGS
20% Ebay
60% SCG
10% TCG
I have to agree, the golden age of cheap staples on MTGS seems over
