as a buyer that $1 adds up when you start picking up 1 or 2 small cards at a time. (every 4 small cards I buy, that could be a whole pack of MTG cards)

you say a dollar for shipping adds up to a lot for you over multiple purchases, so why would it be any different for a seller? envelopes aren't free. neither is a stamp. or gas and time to go to țhe post office. Just stick to bigger deals to make it worthwhile

Consider the extra 55 cents on top of the stamp cost to be everything including the envelope, toploader (which aren't worthless, even if they are re-using them. Someone had to buy them), and other costs such as time to post the card. I think $1 shipping is very reasonable.
I am not sure if the OP is talking about Ebay sales or here. If he is talking about Ebay, then I actually usually see it a lot more than $1, and that makes a lot of sense given the fees of the trasaction for the seller. But I think the OP is talking about on mtgs...
And to the OP, i think it doesn't warrant neutral or negative feedback at all. You saw the price for shipping before you bought it. You can't leave negative feedback because you disagree with it. If you disagree with it, then don't buy it in the first place. The only thing that matters is that you get the cards in the appropriate time frame and the cards arrive in the stated condition.
I'd encourage you to rethink your stance after doing a ton of sales over time via plain white envelope. It's not as easy as you make it seem.
The stamp is 45 cents, the envelope about 5-10 cents each if you buy the good security ones.
Also factor in the time to pack the cards well. I charge 50 cents to ship up to 8 cards at one time, and spend time to carefully pack cards so they are not damaged. I lose money on shipping every one I send out. So I can see a seller asking $1 for shipping as being reasonable.

I know if I was selling, I would probably charge a dollar as well. It kind of discourages a lot of little transactions, especially of they are buying one or two bulk rares. As for the feedback, I think it would be pretty crappy to leave neutral or negative for PWE shipping because you think it should be cheaper or they should spend more. You are going for budget, so don't expect more than that.

1) Can I please have your eBay name? I'd like to pre-emptively block you from winning any of my items. Nothing personal, I just really really really don't want to ever do any business with you.
2) Where are you paying only $1 for shipping? That's insanely cheap.
3) eBay charges 50 cents just to list an item. Then that much (or more) when it sells. Then PayPal takes 30c plus another dollar or more depending on the amount of the payment. And that's just the start. Don't claim you should be able to many small items without paying anything but their price tag! A one dollar item on eBay generates about three dollars in fees for the seller, assuming domestic shipping, and a plain envelope. If the seller were to charge $2 in shipping/handling, he would break even, and will have done a fair amount of work simply to GIVE you the $1 item out of his pocket.
4) Shipping fees (and other fees) are listed for you up front. If you don't want to enter into a deal, don't. Once you do, it's far too late to complain, let alone give someone negative feedback for something that was YOUR fault. Wow.
5) If you were talking about MTGS sellers, what I said is the same, except that they get to avoid about a dollar in eBay fees, but would still have to pay the PayPal fees, packaging costs, overhead, and postage. Perhaps $2 would be a fair charge for shipping a small number of cards done via MTGS.
