I want a chance to be able to work out any situation that comes up, really. If I were to get a negative or neutral feedback without a chance to work things out, I'm not giving you a ref period, not just giving you a retaliation negative.

I think some sellers do this as a form of protection. There are unscrupulous buyers who try to claim they never recieved or any number of other problems with the cards.
I'm not saying to leave retalitory feedback, but if several people leave comments saying the buyer never recieved, then it makes others wary of said buyer in the future.
I don't buy that. How does this serve to protect them? The seller is provided as long as he used delivery confirmation (which everyone should--it costs an extra 19 cents through PayPal). If an unscrupulous buyer claims the cards are never received, they still have no ability to leave negative or neutral feedback, since eBay does not allow buyers to do so.
In my opinion, a seller does so only because he wants to hold his positive feedback "hostage"; i.e., use that leverage to force the buyer to leave the seller positive feedback. That is entirely wrong, and I wish people would start leaving neutral feedback to sellers who engage in such practices. Understandably, sellers are people who are very busy in their normal lives outside of eBay too, so I wouldn't go that far, but when they have the time to remind me to leave feedback, I've been sorely tempted to do just that (but not the type they expected). I've never resorted to such measures, but I don't think it's entirely unjustified.
