After looking at E-Bay, there are BINs for playsets of Scrublands for around 180.00. So pile B is more valuable, and Jace can only get more expensive (barring a reprint). Wurmcoil is a good card (not sure in older formats, but it is a beast in Standard). Personally, I would stick with Pile A, but Pile B is the better value.
Definitely Pile B. Its worth more, and you can always take the $150, plus another $10-$30 and go re-buy the scrublands and end up getting the Jace and wurmcoil for a steal of a deal :).
the cash can turn into an NM underground sea + more, and i feel that a jace + underground + wurmcoil/more is better than 4 scrublands.
I'm confused. Why would you want an Underground Sea when you can get over 100 Junior Bacon Cheeseburgers? Surely that's what someone who wants Scrublands wants most.
What Jeff said. There no reason to pick the Scrublands even if you need them, as there have been sets that went for as low as $150 at auction.

Pile B definitely, scrublands are so jank...unless of course Wizards somehow creates a multicolored cheap white/black tutor thats legal in Legacy/Vintage.

You can get Scrublands quite easily. That is why this is not a snap decision.

Jace the Mind Sculptor still goes for AT LEAST $40. Wurmcoil Engine is at least $15. $150 is $150.
NM- Scrublands can be had for $40-45. So although it's pretty close, I'd prefer the extra $25-45.

I cannot pay bills in Scrublands. I also cannot turn a playset of Scrublands alone into $150 guaranteed. Given that Pile B is that $150 and then an extra ~$60 padding (in money I cannot spend, obv) is all sorts of good.
From all perspectives but "Yeah, but... duals" is B a better pile.
