What exactly happened after dissension other than the guild pact failing, parhelion being apart of the ghost realm, the ability for spirits to move on (due to the ending of the guildpact), planeswalkers being able to come and go to Ravnica as they see fit, and the crumbling of the infinite consortium? Am I missing anything major for this impromptu return to Ravnica? Don't get me wrong it was an amazing set, but what is left to do? To nit-pick the brains of the denizens remaining? To show the return of the last of the Paruns and the new 'demigod' of Ravnica in the form of Jace, the leader of the infinite consortium? I just want to know if, in terms of story, I am missing a great piece of information that drives us back. Thank you.
Well, since that time, most of what we know about Ravnica comes from the Agents of Artifice book. And that one you probably read. The most important things are that the guilds were dissolved and spoken about in past tense in AoA. We have seen glimpses of Ravnica in the comics (most recently in Dack Fayden's). But other than what was written in AoA, there is virtually no additional info.
From the paruns (the original signers of the Guildpact) , only Niv-Mizzet remains, IIRC.
Razia was killed and succeeded by Feather, Szadek banished to Agyrem (whose status is uncertain after Mending), Momir Vig was killed, Svogthir's fate is uncertain (Golgari were left under leadership of self-zombified Jarad), Chorus entirely reformed after R:CoG book, Rakdos sent into coma, Ghost Council - well, maybe the originals are still there, and the original parun of Gruul, Cisarzim, was dead in the R:CoG time.
But, quite frankly, after what Wizards have done with Mirrodin, I would not be surprised if they just ignore Agents of Artifice and we come back to Ravnica and see the guilds again...

Don't get me wrong it was an amazing set, but what is left to do? To nit-pick the brains of the denizens remaining? There is always more to do in the city of Ravnica. Guild conflict, restlessness in the inter-city, Nephilim. Unlike Mirrodin where it is clear that Creative had a plan for future blocks, it seems that Ravnica was probably designed as a one-shot. But Ravnica has such a rich and deep society that you can keep going back there.

THat's not what would happen. The city isn't in chaos, the guilds were replaced by a govermental body. This isn't the fall of Rome.
Bolas had agents in Ravnica... there's no real point in building up a guild that's plane-bound. Ravnica needs to offer himi something he needs, he isn't going to devote time and resources into establishing a power base on a plane when there's nothing to gain.
He devoted time to Alara because he wanted it's power from the conflux, he sent Tezz to Mirrodin to destabalize the Phyrexians (note he didn't try to set up a base there). He sent Vol to Zendikar to unleash the Eldarzi. What does Ravnica have to offer him, and why would he need a guild?

Life in Ravnica is still the same, there are still many poor districts, people still get their food from fungi gardens, and swamp sewage (yeah I call them that). It's still a questionable place to live, but only this time, people are no longer treated like labrats or slave by the guilds.
I don't think the guilds would shine on this block, maybe in a limited role. I wish the plot would be about Bolas and what he really intends to do. What is he up to on Ravnica? Why did he manipulate the release of the dangerous Eldrazi? Why he wants Phyrexia leaderless? Why is he after the Chain Veil? So many questions and the only clues about his grand scheme is the one revealed by Liliana and what he did on Alara could also be an indicator.
I hope Niv Mizzet with the help of Jace and Gideon would be able to figure it out.

I don't remember much about the Guildpact. I know I read somewhere that it had a role of keeping ghosts on the plane. I also swear I remember reading that it also kept planeswalkers from visiting the plane.
On the guilds themselves, most forumposters mistake every being in Ravnica being in one guild or another, and that only a few are guildless. The reality is that the guilds are more like giant corporations. Collectively the Guilds are just 10 Walmart sized corporations, whereas everyone else owns an unaffiliated Mom-and-Pop Store (large enough to make a living, but small enough not to draw the attention/ire of the other 10).
With the end of the Guildpact, Ravnica became opened to the multiverse. Since Ravnica is a very diverse plane, a traveller from another plane would not be looked at as a complete outsider, but maybe someone from elsewhere on the plane. When you combine this with a population full of people who need things and you have a way to get things that those people can't get (because they aren't available on Ravnica), you get a hub-world in the multiverse.
As for why Bolas set up shop is easy: Bolas loves power, and having the ability to trade things for wealth Is power. A person comes to a planeswalker and says "I will pay great sums for a rare flower". The planewalker then travels to a plane where that flower is common, picks 10 flowers and returns to the man, and recieves an exorbant amount of money. Setting up a shop such as the Consortium is merely the next efficient step.
As for what has occured to the guilds, they probably aren't devastated (That'd be like saying Apple is devastated with Steve Jobs dead). Without the Guildpact, the Guilds aren't in control of the plane. However, they are no longer restricted by the 'Pact. EX: The Rakdos can walk in and start a riot. Under the Guildpact the Boros were required to stop said riot. Now, they can demand payment from everyone on the street before they stop the riot. Albeit, at the same time, someone could pay the Boros to let the riot be. Of course this doesn't mean that there are no morals; you probably can't pay a Selesnyan to dabble in technological advancement.

Most of the Conclave were lynched for keeping the world docile with the "lifesong" geas powered by the guildpact.
Ironically, one of the only ex-selesnyans we've seen, Emmara, uses living puppets as servants. Next best thing to robots.
Aside from that, to extend your metaphor, without the guildpact, there is nothing keeping those mom and pop stores from banding together and knocking a few of the corporations out of business. Which is what happened.
I would have agreed as of AoA, but the IDW comic still had the Cult of Rakdos which I must admit, wasn't all that much of a guild to begin with (Party, Riot, and Slaughter FTW!).
