1) How does one use Dread Return to get Balustrade Spy if there are no creatures to sacrifice? I can't see a way to play Dread Return without land or creatures, which I can't have cause there is no land.
2) Assuming I can use Dread Return to get Balustrade Spy onto the battlefield to empty my library and Dredge a bunch of things from my graveyard to my battlefield, how do I win? Doesn't every creature still have summoning sickness?

Nether Shadow and other creatures can enter play from the graveyard. Stinkweed Imp and other cards with the "Dredge" mechanic put cards into the graveyard. Flayer of the Hatebound kills the opponent without attacking.
02.51. Dredge
702.51a Dredge is a static ability that functions only while the card with dredge is in a player’s graveyard. “Dredge N” means “As long as you have at least N cards in your library, if you would draw a card, you may instead put N cards from the top of your library into your graveyard and return this card from your graveyard to your hand.”
702.51b A player with fewer cards in his or her library than the number required by a dredge ability can’t put any of them into his or her graveyard this way.
It's pretty simple. When you dredge Narcomoebas and Ichorid, they come back into play. You use them to sacrifice for Return, Bridge from Below makes some tokens that you can use to play another Dread Return, and then you can bring back more stuff.
1) Narcomoeba, Nether Shadow, and Ichorid are "free". You don't need lands to get them onto the battlefield.
2) You have Bridge from Below to give you tokens so you sacrifice 3 of the above creatures to get Flayer which deals 4 damage. This then gives you 3 Zombie Tokens. Then, you sacrifice 2 tokens and Flayer to get back something else. Flayer deals 5 damage and then Phantasmoagorian (for example) deals 6 damage. You get more another zombie as fodder so you bring back another Phantasmagorian and deal 6 more damage for a total of 21 damage.
I am sure there are some interactions I am missing as I don't play it so this is just based on a quick glance at that decklist. For a more in depth (and better) summary, follow the link Zauzich provided.
