Can my opponent kill my avenger with gempalm incinerator if I flashed it during the declare blocker's step before I could declare it as a blocker for his piledriver?
Would the piledriver be declared block or would it still damage to me as though it were'nt blocked?
If you want to use Wolfir Avenger as a blocker, it has to be cast before the declare blockers step. This is because the first thing to happen during the declare blockers step is, well -- the declaration of blockers. No player receives priority during that step until after blockers have been declared, and triggered abilities that trigger from that event have gone on the stack. So, the declare attackers step is the latest point that you can cast the Avenger if you want it to be able to block during the same turn.
That said, your opponent will certainly have a chance to use Gempalm Incinerator to destroy your Avenger, as a phase or step cannot end until all players pass priority in succession while the stack is empty. So, after your Wolfir Avenger resolves and is on the battlefield, you'll have to pass priority to your opponent before moving onto the declare blockers step, which gives your opponent the opportunity to cast spells and/or activate abilities.
Edit - Of course, if you have mana open, you can just regenerate Wolfir Avenger in response to the Incinerator's ability. Granted, it'll end up tapped, so you won't get to declare it as a blocker anyway.
