I have just read that you no longer have to say that the spell you're casting is going to uncounterable but, what if I want it to get countered? Say If I name Human and I know they have 2 counter spells and I want my human spell to get countered and play a titan. Could this happen? I am confused.

You could say you are tapping the cavern for colorless mana. The rule change just sets what the default is. If you don't say anything and you could have paid for the spell with the colored mana the rules assume you did. Chances are that saying you are tapping for colorless does mean that your opponent is unlikely to take your bait, though.
Here's the relevant new ruling from the article that went up at midnight:
If you control Cavern of Souls, and you cast a creature spell of the chosen type, the presumption is that you activated the second ability. The spell can't be countered. As the controller of Cavern of Souls, it is your responsibility to make sure the card is clearly visible (no stacking under other lands, your elbows, etc.). You don't have to expressly say anything when casting the creature spell, but your opponent has the right to ask you to clarify your actions at any time. If you control more than one Cavern of Souls, it is your responsibility to make sure it is clear what creature types you have named for each of them. If, for whatever reason, you want to activate Cavern of Soul's first ability and leave your creature spell vulnerable to counter Magic, you must explicitly say this as you cast the spell. If you're going to an event in the near future and you have further questions, please make sure to ask the judge staff at that event.
As I read the article, I kept finding myself thinking "so what you're saying is, in addition to this being a design mistake, it was a development mistake, too?" Because they really clearly should have caught this, IMO. Something like a life payment or depletion counters would have removed the ambiguity and made the card have an opportunity cost for inclusion in your deck that would have been on par with other narrow hate cards they've printed in the past.
