Technically, yes, the copy will fully resolve as instructed, exiling itself with 3 time counters on it. Then the copy will cease to exist as a state-based action (along with the counters that were on it).
704.5e If a copy of a spell is in a zone other than the stack, it ceases to exist. If a copy of a card is in any zone other than the stack or the battlefield, it ceases to exist.

So via the rule you posted, suspended spells are not in play but are on the stack? They just don't resolve until they have zero time counters?

Neither. They're not in play OR on the stack; they're exiled. The spell leaves the stack and puts 3 time counters on itself in exile, then ceases to exist.
