I recently got an archenemy deck and was curious about two particular things.
A. When does the archenemy card get played in accordance with the order of phases?
This has drastically effected the games that I have played, mostly schemes involved with making tokens. Some people I play with say it is at the beginning of the turn, but before upkeep while others have stated that it is at the beginning of the upkeep, which makes a drastic difference due to timing for summoning sickness and the like.
B. Ongoing schemes, can you abandon them at will?
Although I have yet to find an real answer about ongoing schemes, some have stated that you cannot abandon the ongoing scheme until the precident of the events listed on the card forces you to abandon it. However, another person stated that it should be your choice weather or not to abandon it when you would normally get a different scheme seeing as you are the mastermind and should be allowed to abandon your own schemes for a new one.

Activating your scheme happens at the start of the pre-combat main phase.
Ongoing schemes can only be abandoned by the requirements on the card. (Keep in mind this is a casual format though, and you can always make up some sort of "house rule" if your playgroup allows it.)

the Archenemy cards ( I assume you are talking about the preconstructed decks ) are played as any normal deck - you take your turn, the opposing players take theirs (in turn and able to collaborate against you)
The Scheme cards are turned over, once per turn at the beginning of your turn. Unless you fulfill the events on the card it stays in play. Here's the kicker you aren't seeing - unless it says otherwise, you can have more then one scheme in play at a time.
Ongoing schemes remain in play. Once you start the scheme, it can't (usually) be stopped...

There shouldn't be much reason to abandon an ongoing scheme unless your opponent has some kind of hoser or something, like a Meekstone against your +2/+2 scheme or a Mesmeric Orb against your Seedborn Muse scheme. And it wouldn't be fair if you could just ditch your scheme at will to get rid of those--like, if your opponent Mind Rots you, you don't get to sacrifice your Recycle for no reason. That would be cheating.

The top card of the scheme deck is set into motion at the beginning of your pre-combat main phase. That means you have to go through your upkeep and draw steps first, before anyone sees what it is.
B. Ongoing schemes, can you abandon them at will?
An ongoing scheme only gets abandoned when its "abandon this" condition is met. Note that having an ongoing scheme doesn't prevent you from setting additional schemes into motion; you still get a new one off the top every turn. The Archenemy is just that evil.
There's also one big misconception with your first question. Even if a creature were somehow created during your untap step, it will not be able to attack or tap until your next turn.
302.6. A creature's activated ability with the tap symbol or the untap symbol in its activation cost can't be activated unless the creature has been under its controller's control continuously since his or her most recent turn began. A creature can't attack unless it has been under its controller's control continuously since his or her most recent turn began. This rule is informally called the "summoning sickness" rule.
