If Iona would enter the battlefield, instead choose a color and Iona enters the battlefield.
It's a replacement effect (not 100% sure on the semantics here) which doesn't use the stack. So if Iona isn't countered her controller gets to choose a color and there's no responding to that, of this I'm sure. Stifle doesn't work against her main ability.

No you can not stifle Iona as she has neither an activated or triggered ability. Iona has a static ability and the color choice is made as Iona resolves.

Iona's second ability ("As Iona, Shield of Emeria enters the battlefield, choose a color.") is a static ability that creates a replacement effect, which modifies how Iona enters the battlefield. Since it is not a triggered ability (there's no "When, Whenever or At" present) nor an activated ability (the absense of "[cost] : [effect]" wording), it can't be countered by Stifle.
