When Broodmother puts the new dragon on the board the thralls get to come back. Does the new dragon get to eat these guys or is it in play before the thralls hit the battlefield?
He played it so that they returned before the dragon token hits the board and then ate them with the dragon. just wondering if this is a legal play.

It's not. Devour modifies how the creature enters the battlefield. That means devour is already done with before it's on the battlefield and before Bladewing's Thralls are on the battlefield.
* You may sacrifice only creatures that are already in play. If a creature with devour and another creature are coming into play under your control at the same time, the creature with devour can't devour that other creature. The creature with devour also can't devour itself.
The Bladewing Thralls are not already in play as the Dragon with devour is entering the battlefield. They are in the graveyard. Once a Dragon enters the battlefield, they will trigger, but they still won't be in play. That trigger needs to resolve to return the Bladewing Thrall.
Let me get one thing straight with you. When Condor and an official ruling disagree, 50% of the time the official ruling gets reversed later. The other 50% of the time, the rules get clarified/changed to make the ruling right when it really wasn't before.

The Bladewing Thralls are not already in play as the Dragon with devour is entering the battlefield. They are in the graveyard. Once a Dragon enters the battlefield, they will trigger, but they still won't be in play. That trigger needs to resolve to return the Bladewing Thrall.
