Time Warp is copied afterInto the Roil resolves, actually. As soon as Time Warp is cast, Pyromancer Ascension triggers. Its copy ability then goes on the stack. At this point, Into the Roil is cast and, assuming no further meddling, resolves. Pyromancer Ascension goes back to its owner's hand. Then its triggered ability resolves and copies Time Warp. The fact that Ascension has left the battlefield doesn't stop its ability resolving. Indeed, once a spell has been cast while its controller has an active Pyromancer Ascension, the only way to prevent it from being copied is to use a card like Stifle to counter the triggered ability that copies it.
