First off, if I was to play it while a creature card like BloodBraid Elf was in play and named that card. Where does that named creature go? Does it act like an oblivion ring?
1. No, it doesn't affect anything on the battlefield. It only prevents players from casting the named card.
2. No, by the time the Mage is on the battlefield and is a legal target for the Bolt, the static ability will already be in effect preventing them from casting Lightning Bolt.
Let me get one thing straight with you. When Condor and an official ruling disagree, 50% of the time the official ruling gets reversed later. The other 50% of the time, the rules get clarified/changed to make the ruling right when it really wasn't before.

Second question, if I name a card while playing meddling mage, for instant lightning bolt. Can the opponent in response, cast lightning bolt on meddling mage?
