Can a player skip a phase of their turn, like the combat phase, if they want?
Example: In a multiplayer game, player A has an icy manipulator, player B has a craw wurm and player C has a water elemental. Player A wants to tap creatures before combat so he doesn't get hit and he usually does it before the declare attacker steps. Can player B start his first main phase, then go straight to end of turn, or does he still have to enter the combat phase? Player A won't tap B's creature if there's no combat phase and will instead tap C's creature, or C's land if C skips the combat phase in a similar matter. This would make a big difference in who gets attacked by who.

You can't just skip steps or phases because you want to. There will at least be a Beginning of Combat step and a Declare Attackers step. If no attackers are declared, the rules skip the remaining steps of the combat phase. (Edit: Correction. The rules skip the Declare Blockers step and the Combat Damage step. The End of Combat step will still happen, too.)

Bit of a fight between rules and reality here. B can't just skip his combat phase, but if B does "untap, draw, go" he's taking a shortcut that says "I'm not doing anything in main phases or combat." A can say "wait, in beginning of combat I tap stuff!" or "Okay, let's go to C's turn! :D"
In that case, the phases aren't skipped, but the players did mutually agree that nothing of import happens in them.
