I have a Chandra at 9 counters. I use her ultimate, redirecting the damage to my opponent's planeswalker. Does the damage still get dealt to my opponent's creatures?
"he or she" refers to target player, not necessarily to what the ability in fact affects.
If the referent of some text in an ability is meant to depend on what actually happens, it will speak of "[things] [affected] this way" or "the [affected] [thing]" or something like that (where in the second case, [affected] is a word like "discarded" or "sacrificed").

Let me get one thing straight with you. When Condor and an official ruling disagree, 50% of the time the official ruling gets reversed later. The other 50% of the time, the rules get clarified/changed to make the ruling right when it really wasn't before.

you are just redirecting the damage that would be dealt to your opponent to his/her planeswalker.
