I've never use MTGO before but I was considering it. I was wondering if one can make decks in the system without having the cards? I assume I can't play games with opponents if I don't have the cards, but what about just making the deck to have a look and simulate a few draws for testing? Is this possible? Can I do sandbox features like this in MTGO or is it only usable for digital cards I buy and own?
You can make decks w/out the cards, but you can't do any type of play including solo.

You can make the decks as stated. You can also generate test hands, but that is all.
Really only useful for checking 'if I drop card X and replace it with Y, will I need to mulligan more or less?' type decisions when you do not own card Y.

edit: looks like i misunderstood the question, i took it as you wanting to play out a solitaire match with cards you don't own.
