Recently, I switched from Legacy to Classic. In Legacy, it was rare to see an all foil deck, but you came across it from time to time. After Legacy died down on MTGO, I switched to Classic.
The Classic community is very small. But there are a good portion (I'd say roughly 15%) who play all foil decks. In fact, when someone gets a rare foil, everyone in the community knows about it. For example, I recently purchased an alt art promo foil Demonic Tutor. After I obtained it, everyone started commentating on it and the "deal" I got. This was kudos from other foilers because there are only 64 printed online. The "Holy Grail" of foils in the Classic community is the new border promotional Yawgmoth's Will foil of which only 32 exist online. It's price tag is around 300-375 tickets.
Wizards likes these players because for prizes in the big Classic holiday events, first place was four foil cards from any printed set online. The person who won got Force of Will play set. So, WotC is encouraging the Classic foilers to keep buying foils.
So all that being said, are foiled out decks impressive to you? Or is this just a status symbol for Classic players?
I do not play Classic. When I see someone in Standard playing "All-Foil.dec", I am not "impressed", but I do assume them to be a good player. This may be crazy on my part, but I just figure anyone who would invest that kind of time and effort into one specific deck must really like the deck and pilot it well.
In summation.....Star Trek wins a prolonged naval battle against superior, yet less technologically advanced, numbers, with Picard leading the assault, while Kirk takes your soul by laying out Solo and probably his manservant Chewy as well, before impregnating and ditching your Princess.
I only play casual (but yes, Classic), so maybe it's not the feedback you're looking for, but most of the time people playing all-foils are pretty much just bragging their $$$, which I just shrug at, but other players may complain.
I turned off foil animation because of all-foil decks, mainly because they make my laptop slower, so there's that.
I am in no way impressed by foils or foil decks. I think it's wasteful to spend twice as much on a copy of a card just because it's shiny and rainbow-y. I'd rather have two of a normal version than one foil card.
I've actually had people get upset / pester me with PMs / quit games because I only play with foil guru lands.

Some guy told me to thank my mom for letting me use her credit card after I played a foil promo wurmcoil engine in the tournament practice room. I told him that card cost me half the price of a non-foil scars wurmcoil, and he conceded on the spot.
This is my hobby. I'm willing to spend some money on the foil when it's something I like and I'm getting a good deal on it.
On topic though, I also just assume the person has money to throw around. Either that or that they're good enough that they've made enough money playing events that an all foil deck really isn't a problem for that. And at that point, I'd be more impressed with the quality of their play, and not their choice to use foil cards.
It's annoying, but understandable for classic players. After they get all the cards they need for classic, there isn't anything left to buy or trade for. And most if not all magic players have a little of the 'gotta catch em all' mentality, and the only thing left to go after is foils.
I assume the person is an adult who has a job. I also assume the person likes foils.

If you enjoy playing MTGO you may as well get cards you think are nice. And sure, the foil effect isn't real, but it's not like a paper Tarmogoyf is anything "real" either. It's a bit of cardboard with a picture of... something... and an ugly frame printed on it. If you're playing this game you are going to be investing a sizeable amount of money, either into digital objects or into pieces of cardboard with pictures printed on them.
However, for me, part of the game is building up a collection with a minimal investment, and foils are not really a great way to do that, so I don't have much time for them.
I wouldn't say a foil deck "impresses" me online, but if a person spends the time and money to foil out their deck I do make the assumption that it's their "pet" deck for whatever format we're playing. So they've probably been playing it awhile and are a half-decent pilot of that specific deck, but may also be particularly vulnerable to any hate cards that work well against it.
I personally dont like foils on modo, but an all foil deck USUALLY means the player is serious (and good) enough to pay extra for their deck, an probably not a scrub, they I have played against many a terrible player whose deck was nearly if not completely foiled
I think foils look awful on MTGO and the animation makes it even worse, so like many others here I have the effect turned off. Frankly I wish I could disable any indication of a foil, period (I suppose I could manually change the art.)
Paper foils look a little better than on MTGO, but I'm still not a fan. Most of the time I just feel like it negatively impacts the art and the overall look of the card. That's why I hate it when promos only come as a foil.
At GP: Lincoln I did play against a player who had a deck that was all foils. He talked himself up a lot during our match like he was a pro player but I'd never heard of the guy. I can understand if players just like foils (after all, I prefer black border cards myself - is that any different?), but if they are going all-foil just to try to impress people or get into opponents' heads, I think they are wasting their time and trying way too hard. I mean, if they're trying to come across as good players or have lots of money, well most people like myself who travel for events spent way more money on a plane ticket / hotels / taking time off work for travel days than an all-foil deck costs, and that's just for a single GP.
Of course, even if I don't like foils, I do love the fact that they exist both online and IRL since I just sell all of them.

I have foil animation off because foils look better without the animation IMHO. As for all foil decks online, I don't see the point. I'd rather just have normal versions of cards online because I don't own the cards and would prefer to own more nonfoil cards than just a few foil cards.

I don't see the point. When I see an all-foil deck -- heck, just a foil card -- I don't find it impressive. Instead, I find it a rather sad attempt to impress people on an online game through flaunting more expensive stuff. To be honest, I'm more impressed with the fact you actually bought those 4 Tarmogoyfs. But I think it's lame if you decide to buy all foils of said Tarmogoyfs.

I personally prefer foils online then in paper as paper foils in sunlight makes for a blinding game thats hard to read or see cards at a glance. I go for foils online for the right price cause there for a pet deck and there flashy also if I do decide I don't want the deck anymore and want another deck thats pretty spendy the foil deck would help out greatly due to them being worth more. So its kind of an investment towards future decks if I already have all the decks I want and nothing better to do with my collection.
I'm going on record right now and stating that before the end of 2012 we will see foil dual lands in booster packs (The real, Alpha dual lands). You can quote me on that.
It mostly tells me that the player in question has diverted large amounts of money to one single deck, hence it'll be some copied pro deck with nothing but pricey staples and zero inventiveness, hence a pretty good indicator that I will concede and block within the next three turns.
Honestly, if I pull a foil in a draft or sealed, and its a card that I need - I typically sell the foil and then buy the regular one. Usually you make about 5-10 tickets on that deal!
All foils say to me is "I have lots of money." Why spend twice as much on a foil? Its just bling, and I find it ostentatious and gaudy.
Because for many players that truly enjoy playing a format, like Classic or EDH, blinging out your deck is a labor of love.

There are a lot of misconceptions about foils being spread around here. A lot of people are saying they're a waste of money, but if you're a smart buyer, you will understand the foil market and when to buy/sell. For example, I just picked up a foil Karmic Justice for Commander and it cost me 2 cents more than the non-foil. I managed to pick up a foil promo Qasali Pridemage (normally $15 or more) for pennies. It's about the thrill of the hunt for a good deal more than being a slack-jawed mouth breather just laying down cash for something more expensive.
One more thing, often times foils can maintain some value while the non-foils don't. Not always, of course, but again, smart/strategic buying/selling will make it so you don't lose or "waste" your money.
As for the OP's original question, as someone aware of the foil market, when I see hard to get foils (like 4 x Force of Will) or a pimped out Classic deck, I am impressed, because I have pimped out a deck before and know how hard it is.
People with foil decks tend to also have a big ego and so I cringe when I play against people that run them. I remember this guy with a foil deck during a standard tournament around Ravnica.... and he forced multiple colors just to brag about his foil lands (which were all bent due to his compulsive habit of shuffling his cards harshly in his hand during a game).
It's a tad annoying in paper magic, but online magic it's just unnecessary. For reasons stated above (slows the game, regardless of animations being turned off; distracting; they look ugly when the animations are off)... and c'mon, do you really need to pimp your deck in the "Just for Fun" room? Or the kicker, when my friend was playing in the new player room, someone had to use a foiled out tournament worthy deck. Do you really need to pimp your cards there?
It's not terrible, just slightly less impressive than a good deck (without foils). It's not nearly as unimpressive as a guy who needs to show off 100 or so of his Force of Wills and then post it on youtube.
