I guess OP wants it to be 'keyworded' like "dies" was. What word would you replace ETB with though?
When Aegis Angel is born?
When Huntmaster of the Fells arrives?
When Kitchen Sphinx lands?
When Faerie Imposter busts in?
When Dread Cacodemon pops in?
When Malfegor shows up?
Yes, the Wizards Play Network website says that store owners can make allowances for Helvault prereleases with more or less than the optimal number of participants.

The Helvault is optimized for 54 players and while I can't confirm specifically what's inside it just yet (and, after all, the experience, not what's inside the Helvault, is the key to your success), I can say there are three types of items and with 54 players you'll be able to give each of them 1 of item A, 2 of item B, and 1 of item C. If you have fewer players, for example 30, you'll be able to give each 1 of item A, 3 of item B, and 1 of item C. If you allow more players into your event, for example 100, you'll have to give each either 1 of item A or item C and 1 of item B.
Its supposed to be 1 helvault per event, so that part of it would be correct. If they are running two events then its correct that each would get a helvault. The infomation from wizards did mention there being multiple parts of the helvault and that even with a larger number of people everyone should get at least something if not a couple somethings from it. I wouldnt worry about it.
As far as the limit to the number of players, thats often simply due to the size of the shop and limits imposed by the state for maximum occupancy or the like.
Our shop hasnt gotten our information for the helvault yet, so I dont know specifics, but with any luck it should be a lot of fun and add to what is allready shaping up to be a fun pre-release.
EDIT: See the quote from wizards in the previous post, that explains it quite well.
