Players may refer to Oracle text, either electronically or in paper form, at any time. They must do so publicly and in a format (such as gatherer.wizards.com, other official Wizards of the Coast sources, or printouts of their sources) which contains no other strategic information. If a player wishes to view Oracle text in private, he or she must ask a judge
However, since you can also ask a judge for the oracle text of a card, it seems like an unecessary hassle to bring printed notes.
If you prepare notes before the beginning of a tournament then you can only look at them in-between games, so you won't be able to refer to these notes in the middle of a game if something comes up.
If you have a rules question or dispute during a game, call a judge. They're at the event for the express purpose of helping players and solving problems.
I once tried to bring a print of transmute artifact's rules to my games at competitive REL and the head judge said I could not refer to it during the game. At the time I thought this was odd/stupid but I did not care enough to question it.
If you're planning on running a deck like the Four Horseman, that relies on very strange rules interactions for its legality ("Judge, I am progressing the game state, at least for the moment. The moment I am not, you're right, I have to do something else. See this authority?), then I guess it might be smart to bring a copy of the IPG and associated rulings from judges on the issue just in case.
On the other hand, if your deck is one that requires you to metagame the metagame in order to play it without being disqualified, you might be better off choosing a different deck.

I was concerned that the deck was going to be far more complicated than it actually was to play, but i made the thread because i thought why not brush up on rules in general, not simply based around one deck. If i'm going to be playing, might as well know what i'm doing right? so that is why i left the decklist out of it when making said thread also.
card linking problem solved, was giving me problems linking for some reason.
Registered decklists record the original composition of each deck and sideboard (if applicable). Once your decklist has been accepted by a Tournament Official it may not be altered.
Players have the right to request to see their decklist between matches. Such a request will be honored if logistically possible.
If you'd like to have a separate piece of paper with the contents of your deck, which you don't hand over for deck registration, that would count as written notes made before the match.

What I would do, is take my deck list, match it up to whats on http://gatherer.wizards.com/Pages/Default.aspx and then print out the list.
Asking to see if a judge knows if this is allowed or not. If there were questions, we could figure it out between ourselves.
Seems like to me that it could be interfering with the game, or unfair knowledge advantage, but im not sure what the rules say about it.
It seems like a douchey thing to do I guess, so I don't totally want to do it because of that, but felt it could help improve learning rate.
Someone tell me below please. If i can't do it, i can't, and i don't mind.

it's not bad! but i woulldn't expect it to win pro tours or competitive events
I've got all the cards in this list except for the following which i don't have yet; x4 destructive revelry x2 anger of the gods, x1 wooded foothills x2 bloodstained mire x 1 crux of fate. The ones that replace these are in my sideboard which i don't touch often because i am still beginner and don't fully know the meta. Once i learn the meta i will be able to use sideboard more effectively.
To replace them i have opted for x2 kolaghan's command 2x arcbond 1xgarruk, apex predator 1xdraconic roar 2x roast 1x Ugin, the spirit dragon
