I have recently started a weekly article series about very good casual game cards that are inexpensive to purchase. Although this article is specifically referencing cards found at a particular site it is a great resource to find some nice augmentation and bomb cards for every color.
I just created the first edition on 10/29/11 and I'm still not sure on what exactly what I want to name it. I'm trying to decide on either "That Costs How Much?!" or "I'd Buy That for a Dollar (Or Two)". Please give me some feedback and let me know what you think.
I would like to see more of this sort of stuff, but with a bigger emphasis on finding useable replacements for actual expensive cards. Some of the cards you mention: Mutilate, Day of Judgment etc are pretty budget as they are.
I'd start by checking the Dark Horse cards thread in the EDH forum (I think that's the thread, I could be wrong). You'll find lots of cards for multiplayer/casual that are obscure but actually very playable. Stuff that comes to mind:
Rivalry (super inexpensive card that can act as a poor man's Sulfuric Vortex. Sulfuric Vortex is actually pretty cheap now anyway, but Rivalry has proven to be a great source of repeatable damage for R/x decks in 1v1 cube draft)

Phyrexian Reclamation (really strong in EDH with 40 life at your disposal. Much cheaper than Volrath's Stronghold)
